- This is a Sources Sought Notice for the Marine Corps Systems Command, Program Management Office Training Systems (PM TRASYS), to view what resources industry has available to conduct a Technology Refresh of the Family of Combat Convoy Trainers (FCCT). The FCCT encompasses the Combat Convoy Simulator (CCS) and the Virtual Combat Convoy Trainer/Reconfigurable Vehicle Simulator (VCCT/RVS). The purpose of this notice is to identify contractors who possess both the capability and experience to complete a refresh and upgrade of hardware and software components to USMC Combat Convoy Simulator (CCS) training systems located at Twenty-nine Palms, CA, Camp Pendleton, CA, Camp Lejeune, NC, Kaneohe Bay, HI, and Okinawa, JP, and the USMC Virtual Combat Convoy Trainer/Reconfigurable Vehicle Simulator (VCCT/RVS) training systems located at Camp Upshur, VA. The FCCT facilitates training for convoy tactics, techniques and procedures, use of weapons in compliance with the rules of engagement, and verification and validation of unit standard operating procedures. In addition, the FCCTs provide an immersive convoy operation training environment for re-supply, patrol, logistics support, high value target extraction, MEDEVAC, call for close air support, and call for fire. This technical refresh will encompass the following: • Upgrade of hardware and software components to all FCCT training systems to include workstations, servers, monitors, network devices, projectors, image generators, simulation system, and operating systems. • Integration with Meggitts Simulated Weapons, HMMWV and MTVR cabs via WAGO I/O, Simulated Radios, and existing physical infrastructure (building, computer racks, HVAC, and power) • Transition the VCCT/RVS and CCS into a single FCCT hardware and software baseline • Integration of Defense Information Assurance Certification and Accreditation Process (DIACAP) requirements into the FCCT baseline • Enhancing synthetic terrain databases, visual models, and to maximize FCCT system performance • Update training materials and technical data packages to reflect the upgrades to the FCCT capabilities and system architecture In order to accomplish this technical refresh, the contractor will be required to understand the complexity of the major FCCT system components to include: • Student Stations - HMMWV and MTVR vehicle cabs with WAGO I/O interface • Simulation System - Simulation Intelligence (SIMI) • Image Generation System - Scalable Adaptive Graphics Environment (SAGE) o Multi-channel, 8-sided, 360 degree Field of View environment o Synthetic Terrain Databases and 3D Models • Input/Output Network System o Distributed Interactive Simulation (DIS) / High Level Architecture (HLA) Interface • Instructor Operator Station (IOS) o Single and Multi system mode (Systems networked to operate 7 to 12 student stations and controlled from one IOS • After Action Review (AAR) System • Meggitt Simulated Weapons System • Projection System • Simulated Radio System • Audio System (speakers, subwoofers seat shakers with sounds, and directional sound processing) The CCS and VCCT/RVS training systems were developed and fielded by Lockheed Martin, Global Training and Logistics. The software source code for the SAGE and SIMI components are proprietary to Lockheed Martin. This technical refresh effort will require the contractor to provide a system that utilizes, to the fullest extent possible, Commercial Off-The-Shelf (COTS) components in the upgrade of the training system. Each contractor interested in this effort described in this sources sought notice should send a capabilities package that identifies how they will accomplish this technical refresh of the FCCT systems and their experience with FCCT system components. The package should also include: • How the contractor will meet the mandated DoD Information Assurance Certification and Accreditation Process (DIACAP) requirements. • Identification of any existing convoy trainer test beds currently residing in their facility or intent to have a test bed established prior to contract award. • Cover letter identifying a company point of contact, telephone number, e-mail address, CAGE Code, web page URL, and size of business should accompany the information submitted. The capabilities package shall be a maximum of eleven (11) pages, including cover letter. This notice is for planning and informational purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission to this notice or the Governments use of such information. The Government reserves the right to reject, in whole or in part, any contractors input resulting from this notice. No contract will be awarded from this announcement. Data submitted in response to this notice will not be returned. Information is being requested in order to refine the Governments acquisition approach with intent to award a competitive contract. No phone calls will be taken or email responses given regarding any questions for this notice.
