- The National Institute on Drug Abuse (NIDA) seeks capability statements from qualified small businesses (e.g., 8(a), veteran-owned small businesses, services-disabled veteran owned small businesses, HUB Zone small businesses, small disadvantaged businesses, or women-owned small businesses) having the capabilities and experience to provide various medical services to the NIDA Intramural Research Program (IRP) clinical research programs. Services include: medical consultations for research participants who have newly diagnosed medical conditions, specialized laboratory tests, radiology services required for participant screening purposes, nursing services, research staffing, administrative and biostatistical support, transportation services, pharmacy supplies and services and staff management. It is brought to the attention of interested parties that the NIDA IRP maintains its clinical research program in Baltimore, Maryland. The research participants present themselves to the NIDA IRP in Baltimore, Maryland. Many of the participants require public transportation to reach the various medical services. Information sent should be relevant and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous similar projects, specifically addressing the clinical requirements; 2) Personnel: professional qualifications and specific experience of professional and technical personnel classifications; and 3) Ability to provide personnel that meet the requirements to provide various medical services within a 30 minute access to Baltimore, Maryland. Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with and the ability to perform the above tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, contracts both Government and commercial the organization performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organizations capability, e.g., awards, and commendations. Small business concerns that believe they possess the capability necessary to successfully undertake the work described above should submit an original and two copies of their capability statement and must provide the following: 1) company name and address; 2) point of contact, 3) phone/fax/email; 4) NAICS Code(s), 5) business size and status, and 6) capability information in response to the requirement and qualifications identified in this notice; and 6) type of small business your organization classifies itself as (ie: women-owned, HUBZONE, etc.). Please submit written capability statements by November 27, 2012 to the NIDA Contracting Officer identified in this announcement.
