- Request for Information - NLETS Automation Request for Information U.S. Office of Personnel Management - Federal Investigative Services Nlets Automation 1. Synopsis This Request for Information (RFI) is issued solely for informational and planning purposes, and does not constitute an Invitation for Bids, Request for Proposals, or Request for Quotations. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offertor's ability to respond to any future synopsis/solicitation which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI. Interested vendors responding to this RFI may provide capability information for all pieces of this requirement or for an entire solution. Respondents will not be notified of any results derived from a review of the information provided, however information gathered may be utilized for technical and acquisition purposes. Time permitting and depending upon the information received, individual vendors may be contacted for product demonstration. The U.S. Government will not pay for any costs associated with such demonstration(s) of any software products. 2. Background The Office of Personnel Management, Federal Investigative Services (OPM-FIS) is responsible for conducting a majority of the background investigations (BIs) for the Federal Government to support suitability and national security clearances. Criminal history record searches are an integral part of this process. In an effort to streamline operations and increase efficiency OPM-FIS has, over the past several years, centralized much of the criminal history record searches. Currently, OPM-FIS has the capability to conduct manual queries through Nlets to all state repositories using the IQ, FQ, KQ and SWQ message keys. Through this RFI, OPM-FIS is seeking information as to available and/or proposed products and services for a real time automation/batching capability that will allow for the submitting, receiving, flagging and parsing of Nlets queries and responses in XML format. The proposed model must be able to support the current workload of 4,000 queries per day, and be able to support an additional 8,000-12,000 checks per day as the workload increases over the next 3 years. 3. Requirements The contractor/model must: 1. Have capability to accept a real time data transfer from OPM-FIS's internal system. The data file will contain personal identifying data of subjects as well as case number and identifying flag(s) associated with each subject. The case number and identifying flag(s) will not be part of the query, but is intended to be used for tracking purposes only. 2. Be able to forward/send IQs/FQs, KQs, and SWQs to Nlets in the same format that is currently being used. Queries will be sent in real time, meaning that it must be conducted when a request is scheduled in the OPM-FIS case management system. Queries will be staggered so as not to inundate Nlets or any particular state at one time. 3. Apply algorithms/logic to determine if a possible match pertains to subject. Various algorithms may need to be developed depending on how each state provides possible match data. The algorithms for these states must be tested rigorously. 4. Apply algorithms/logic to account for no responses being received from a particular state (e.g., when states are experiencing a backlog in queue or downtime due to maintenance updates). Queries will be queued and re-sent to state until a response has been received. 5. Automatically execute an FQ if the IQ query returns with a hit. 6. Data transfer of results will be in XML format. 7. The system provided needs scalability to accommodate OPM-FIS as number of queries increases over the next 3 years. 8. Create a tracking mechanism where the results can be flagged, parsed and categorized. The users should be able to view results provided by Nlets in this system. Error messages, manual response message from a state and possible matches for which a determination could not be made as to whether match pertained to subject would also be sent to this system for follow up/processing. 9. Provide capability to run reports either standard or ad hoc to provide stats such as number of checks conducted for a specific time period sorted by type of check, state and lapse time for when query was sent and response was returned. Stats will also include identification of terminal operator (if manual query executed). 10. Determine if there is a problem either at Nlets or with a particular state repository and customer should be notified immediately. 11. Provide customer and technical support 24x7. 12. Responses including No Record responses that do not require any follow up with the subject (e.g., no self-admission) will be automatically updated in OPM's case management system (i.e., the system will read the NR responses). 13. Provide for Audit Log/Transaction Log tracking by User ID and/or User SID. 14. Provide for Audit Log/Transaction Log reporting capabilities. 15. Ensure system is FISMA compliant to ensure PII data is maintained per NIST Cyber Security Standards. 4. Instructions for Responding to RFI Information provided in response to this RFI must be submitted electronically to the U.S. Office of Personnel Management Boyers Contracting Group no later than twenty-five (25) calendar days from the date of posting, in the form of a "white paper." Responses should be limited to not more than fifty (50) single spaced pages exclusive of marketing slicks or published information available at time of release of the RFI request. We request electronic responses only. E-mail a copy of all response files to: Leslie Henderson at: leslie.henderson@opm.gov Response to this RFI should include A Statement of Qualifications/Capabilities Statement as the cover letter. The cover letter must cite the following information at a minimum: • Response to RFI Number OPM15-13-R-0001 • Vendor's Organization/Company Name, Address, Contact Person Information • Vendor's DUNS Number • Business Size and Size Standard / Classification. The capability statement should not exceed 10 single sided pages in length. Please identify your size classification relative to North American Industry Classification System (NAICS) code of 541512 "Computer Systems Design Services" for this requirement. Include whether or not you are a small business; HUBZone small business; service-disabled, veteran-owned small businesses; 8(a) small business; women-owned small business; or small disadvantaged business in order to assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. Please note that the collection of this data does not obligate the U.S. Government to the incorporation of the solicited comments in any future procurement action nor does it obligate the Government to the procurement of any services or products related to this RFI. Proprietary information should not be included in the RFI response. Responses to this RFI will not be returned. Available "Government Off-The-Shelf" (GOTS) respondents may choose to respond with or without vendor/integrator support. All GOTS responses should be clearly identified on the cover letter listing the government agency responsible for GOTS development as the Organization/Company Name. Interested parties shall provide the following information in their white paper responding to this RFI: 1. Full or Partial Solution and/or Alternative Solutions - What is the respondent's approach(es) to the requirements stated above? Respondent shall formulate their response(s) as a requirement-by-requirement analysis, with "Not Available" stated clearly next to any requirements their solutions do not meet. 2. Nature of the Solution - What approach or mix of approaches (e.g., products, tools, processes, and services) does the respondent believe most appropriate for providing the capability that OPM is requesting? Describe preference and options for implementation, whether integrated within OPM or deployed as separate (e.g.: cloud-based) solution with communications to/from OPM-FIS's internal system. Describe whether any components of the solution are open source. 3. Respondent's Experience - Please describe the respondent's experience implementing the solution described above. In addition to the respondent's experience implementing the solution described above, please describe results that customers have obtained in terms of the vulnerabilities that have been discovered and remedied. Respondents should provide references for at least two production clients operating for a minimum of 18 months. All respondents should include source code control and application life cycle management requirements or practices. 4. Related Services - Describe project management, configuration support, release management, system integration and implementation, help desk and other support services in connection with this offering. 5. Question and Answer Questions regarding the contents of this RFI shall be submitted via email to: leslie.henderson@opm.gov (and copied to: james.thieme@opm.gov ) not later than ten (10) calendar days from the posting date. Question and Answer data will be updated to this RFI as received between the posting date and the conclusion of the question period.
