Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division Newport has a requirement to provide migration plans, process documentation and analysis reports for utilization by the government in the execution of continuous process improvement initiatives to optimize AUTEC workflow conducted using the Navy Enterprise Resource Planning (NERP) system. The contractor shall also provide analysis reports and technical reports assessing the progress of transition of AUTEC assets and financial reporting into an ERP plant. The place of performance is anticipated to be NUWC Site and Contractor site. A firm fixed price type purchase order is anticipated. Clearance to UNCLASSIFIED level is required. NAICS Code 541330, Size Standard is $35.5M. This requirement is 100% small business set-aside. Further details will be provided in Solicitation #N66604-13-Q-0145, which is anticipated to be released on or about 11/23/12. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. Award will be made on the basis of "Best Value". Evaluation criteria are Capability, Personnel, Past Performance, and Price. When combined, Technical Approach and Past Performance are significantly more important than Price. However, Price is important and will be considered. The importance of price will increase with the degree of equality of the offers in relation to the other factors, or when it is so significantly high as to diminish the value of the other factors to the Government. Required period of performance is date of award through one year later. Delivery is F.O.B. Destination Naval Station Newport; Newport, RI.
