- The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project titled: McNary South Shore Fish Ladder Prototype Entrance. The work is located on the Oregon side of McNary Lock and Dam, in Umatilla County, Oregon. This will be a firm-fixed-price construction contract. Construction magnitude is between $500,000 and $1,000,000, and 100% performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237990, and the associated small business size standard is $33,500,000. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information (items one though five) will be used in determining whether to set aside this requirement. 1) A list of current or past projects demonstrating technical experience with work of a similar nature to that listed in the Summary Scope of Work. For each project submitted, provide a brief narrative statement of the work your firm accomplished, your firm's role in the project, the dollar value and the completion date (or projected completion date). 2) A reference list for each of the projects submitted in #1 above. Include the name, title, phone number and email address. 3) A statement of your firm's bonding capacity. 4) A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), woman-owned). 5) Cage Code and DUNS number. Submit this information to Caroline Mueller, Contract Specialist, via email to Caroline.B.Mueller@usace.army.mil. Your response to this notice must be received on or before 3:00 PM on November 30, 2012. Summary of Scope of Work: The Contractor shall fabricate, deliver and install a new Prototype Lamprey Entrance Structure into the South Shore Fishway at McNary Lock and Dam. The new entrance structure is composed of modular structures which include a new entrance flume, two baffle boxes and a trashrack. Each of these structures shall be fabricated off site and shall be constructed out of welded aluminum. The Contractor shall install the new Prototype Lamprey Entrance in the west entrance of the South Shore Fishway. Installation of new structures will be in approximately 30 to 50 feet of water and will require divers coordinating with the crane operators for safe installation. Workers on the tailrace deck will be exposed to fall hazards. The installation of the new Prototype Lamprey Entrance Structure will require removal and reinstallation of existing equipment due to interferences during installation. The Contractor shall be required to demolish and remove existing structures in the South Shore Fishway, including the demolition of old stoplogs, removal and reinstallation of access bridge, removal and reinstallation of telescoping weirs and associated machinery, removal of steel W16x26 I-beams from the bottom of the telescoping weirs and saw cutting the sill at elevation 243.0 down to elevation 242.0. This demolition will take place underwater and will require divers. The Contractor shall anchor the prototype to the fishway using stainless steele anchor bolts. The anchor bolt installation will take place underwater and will require divers. The new anchor bolts shall be an epoxy anchor capable of curing underwater. The installation of anchor bolts will require a template to ensure accurate placement. Areas where these aluminum structures will be in direct contact with existing concrete shall be coated with a liquid epoxy coating. After installation, the new structures will be field bolted together and anchored to the fishway floor.
