- This is a SOURCES SOUGHT NOTICE for Market Research ONLY to determine the availability of potential firms for a highly specialized environmental monitoring well project. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, DO NOT request a copy of a solicitation. Potential offerors having the skill, capabilities and personnel necessary to perform the described project are invited to provide feedback via e-mail to Ms. Niki Haas at Noelani.N.Haas@usace.army.mil; Phone: 916/557-7027. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. This project is in early planning stages and may be solicited in 2013 if funds are available. The NAICS Code is 541620, the size standard is $14 million (average annual receipts for preceding three fiscal years), and the Product Service Code (PSC) is R425, Professional Services/Engineering Technical. The duration of the project is 6 months. PROJECT DESCRIPTION Program and Project Management, and Execution of Assessment Tasks, Analytical Testing of Groundwater for the United States Environmental Protection Agency (EPA) Region 9 and the Los Angeles Department of Water and Power (LADWP). Work for U. S. EPA Pacific Southwest Region 9 covers Southern California in the San Gabriel and San Fernando water basins. The Contractor shall provide all personnel, equipment, material, tools, supervision, quality control, and other items necessary to ensure project completion. The work is to provide results of analytical testing of groundwater. This includes the installation of a monitoring well in each of an estimated 16 sites. Each site is located in an urban residential neighborhood, and care must be taken to minimize noise levels, congestion, and disturbances, to residents. Wells shall be installed within one 12 foot lane (while the other two traffic lanes remain open) within the city of Los Angeles. Wells shall be drilled up to a depth of 1000 feet (typically with boulders) with minimal residential disruption and within a severely tight timeline. Wells shall be a combination of one-zone, two-zone, and three-zone installations. LADWP (Los Angeles Department of Water and Power) requires specifically Simulprobe groundwater sampling and ZIST pump installation by BESST (no substitutions allowed). Well development will be challenging as well casings will be four inches and piezometers will be one inch, both installed up to 1,000 feet deep. Due to the drilling depth, preferred drilling equipment should be owned (dependable, sharp drills, well maintained), and not rented. Both air rotary and mud rotary rigs will be required. Air rotary has proven to be effective to first water and mud rotary after that to get the right samples and to ensure good data and well development. Also the lay down area is a maximum of only 150 feet by 12 feet. Work must be constrained within that space. Samples shall be collected from each zone and several batteries of analytical tests shall be performed on the samples, requiring Electronic Data Report format reporting. Several wells shall be installed and tested concurrently. With a possible projected award date of 1 March 2013 or later, sampling must be complete for all 16 wells no later than 30 June 2013 (hard deadline). Traffic control services will also be required. Wells shall remain in place for further monitoring and testing. CAPABILITY STATEMENT The following information is designed to apprise the U.S. Army Corps of Engineers, Sacramento District, of any prospective contractor's project execution capability. Please provide your response to the following. The submission is limited to 4 pages. If material exceeds 4 pages, only the first 4 pages will be reviewed and considered. 1) Offeror's name, CAGE Code (required), address, point of contact, phone number, and e-mail address. 2) Offeror's interest in submitting a proposal on the solicitation when it is issued. 3) Offeror's capability statement demonstrating the Offeror's ability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years - brief description of the project, customer name, telephone number, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples, to include specifically Simulprobe sampling, ZIST pump installation, and deep drilling in constricted urban areas. To be considered a viable source, the following experience is critical: The U. S. Army Corps of Engineers is specifically looking for experience successfully managing drilling to at least 1,000 feet within an area no larger than 150 feet by 12 feet, in an urban environment, and managing purging, sampling, and testing. Capabilities MUST include experience with Simulprobe groundwater monitoring and ZIST pump installation. (Due to the severely constricted project timeline, the month needed to learn these capabilities would not be available.) 4) Company's size standard (large business, small business, 8(a), disabled veteran owned small business, etc.). If HUBZONE, certified status, number of years in business, and DUNS number. 5) Offeror's Joint Venture CAGE Code and information if applicable - existing and potential. 6) The Capabilities Statement for this sources sought is not a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. The Government is seeking short statements regarding the company's ability to demonstrate existing-or-developed expertise, past performance, and experience in relation the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement as long as the Offeror's submission stays within the 4-page limit. Submission of your Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities.
