- NASA/JSC has a requirement for the extension of the Engineering and Science Contract (ESC), NNJ05HI05C, at the Johnson Space Center (JSC) for a period of three months. The ESC began February 1, 2005 and is currently scheduled for completion on January 31, 2013. NASA intends to extend the period of performance through April 30, 2013. This extension to the ESC is required to provide continued engineering products and technical services for the JSC Engineering and Astromaterials Research and Exploration Science (ARES) Directorates while the follow-on procurement is competed and awarded. The current ESC provides development and integration of a broad spectrum of engineering products and technical services related to human operations in space through a diversity of assigned engineering requirements. The ESC provides engineering, analysis, and test products and services along with laboratory/testbed operations and maintenance to primarily the Engineering Directorate, as well as the ARES Directorate. Scientific products and services are provided to the ARES Directorate including the development and operation of state-of-the-art laboratories, conducting research for planetary materials and processes, curation of NASAs astromaterial collections, and dissemination of data to scientific and academic communities. Services and supplies provided under the ESC are essential toward continuity of missions and milestones on the International Space Station Program, Multi-Purpose Crew Vehicle Program, James Webb Space Telescope Program, NASA Docking System Project, and other advanced exploration projects. NASA/JSC intends to purchase the services from Jacobs Technology, the current contractor. The procurement will be supported by a Justification For Other Than Full And Open Competition pursuant to 10 U.S.C. 2304(c)(1) and FAR6.302-1(a)(2)(iii). Jacobs Technology has unique knowledge of all projects and programs that the Engineering and ARES Directorates supports and is able to provide continued services without unacceptable duplication of cost or delay in fulfilling the agencys requirements. The Government does not intend to acquire a commercial item using FAR Part 12. Oral communications are not acceptable in response to this notice. Interested organizations may submit their capabilities and qualifications in writing to the identified POC no later than 4:30 p.m. local time December 6, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
