Description
The Centers for Disease Control and Prevention intends to issue a sole source purchase order to Life Technologies Corporation, 5791 Van Allen Way, Carlsbad, CA 92008, for continued maintenance of three 7500Dx Fast Dx Real-Time PCR instruments, serial numbers 275010708, 275010720, and 275011731, and one 3130 Genetic Analyzer serial number 17207025 (service on this unit will not begin until April 22, 2013). The LPRB Laboratory has several pieces of laboratory equipment from the Original Equipment Manufacturer (OEM) Life Technologies (formerly Applied Biosystems). The FDA requires the AB 7500 Fast Dx instrument to be maintained by the OEM to retain FDA-testing capability to maintain CLIA compliance; instruments that will potentially analyze clinical samples must also have documented maintenance performed on them. The vendor will provide scheduled equipment maintenance (PMs and OQs) and provide instrument repair. All travel, parts, and labor are to be included in the agreement and all reagents required for all service calls are also provided. Vendor is to respond to all calls within 24 hours (during business days) of the BRRAT Lab initiating a service request. This laboratory will receive a guaranteed 2 business day/priority on-site response. Vendor engineers will be required to provide a 4-hr phone response when dispatched to a service request. The AB 3130 xL Genetic Analyzer requires one PM visit per year, the three AB 7500 Fast Dx units require one PM visit per year and two (2) OQPQPs per year to satisfy FDA requirements. Vendor will automatically schedule annual planned maintenance (PM) and Operational Qualification Performance Qualification (OQPQ) at the start of the contract, and will automatically schedule an OQPQP 6 months after the initial PM/OQPQ. A Field Service Report for each service or maintenance performed, for each instrument shall be provided after completion of the service call, within two weeks of the service call. A completed Planned Maintenance Protocol (PMP) and/or an Operation Qualification and Performance Qualification Protocol (OQPQP) shall be provided within two weeks of the completion of a service call. Calibration widgets shall accompany the PMP or the OQPQP. Spectral Dye Calibration will be performed during the planned maintenance visit. Calibration involves analysis of signal strength from standard pure dyes to adjust software for correct data output (for Real Time PCR Instruments only). This includes (1) Dyes - standard 12 dye calibration, (2) Certification documentation, and (3) Certificate of Calibration. Vendor will provide computer upgrades/replacements for the real-time PCR instruments as the end-user or engineer determines necessary. The vendor will be required to maintain the computers for all AB instruments. The laboratory will have direct access to senior level service personnel for first-level problem resolutions; service personnel will provide immediate response in resolving many operational and instrument set-up problems. All parts will be certified and guaranteed to optimize instruments performance and reliability. All parts are manufactured by AB or AB's direct vendors. The vendor will use only new or true factory remanufactured parts. The Contractor shall ensure compliance with all applicable security regulations, and all CDC security operations requirements, for facility access, and handling of materials. Contractor personnel must comply with CDC security requirements for entry and exit control for personnel and property at the Government facility. This service will begin upon date of award to last for one year, and a six-month option is also anticipated. CDC believes that this requirement is met by only one provider. This procurement will be processed under the authority of FAR 13.106-1(b)(1). Only one responsible source and no other sources will satisfy agency requirements. No solicitation is being issued.
