Description
NASA/DFRC has a requirement for (1). Quantity 2 New Operator Stations to include: Model CB45171 Dell Optiplex 990MT (with 2x23' display, 4GB, MS Office 2010 Professional), Model CB45172 Dell Optiplex 990MT (1x23' display, 4GB, MS Office 2010 Professional), Day system installation and check-out to include travel expenses. (2). Quantity 1 RTFE Upgrade to include: Model INDUSTPC4HE-V2 RTFE Test Industrial PC 4U Quad cor (9 PCI slots available), 2 each of Model PCI-1762 Digital I/O Card PCI for IPC (16 Outputs & 16 Inputs), 1 each of Model PCI-6225 Analog Input Card PCI for IPC (80 Inputs se/40 diff 16 bit), 2 each of Model PCI-DAC6703 Analog Output Cards PCI for IPC 16 Outputs. The operating systems are to include MOOG Aerospace software. NASA/DFRC intends to purchase these items from MOOG Inc. because they are the only developers of the required software that is needed on the operating systems. MOOG is also knowledgeable to provide the not only the hardware but the required modifications to each station that is required for these systems to run properly to support NASA DFRC's flight projects. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 30, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
