THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. (ii) The solicitation number is NHLBI-CSB-(RG)-2013-39-JEF and the solicitation is issued as a request for quotation (RFQ). (iii) The resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-61. The total contracted dollar amount will not exceed the simplified acquisition threshold. (iv) The North American Industrial Classification System (NAICS) code for this procurement is 519130 with a business size standard of 500 employees. This acquisition is being conducted in accordance with the procedures of Simplified Acquisition Procedures (Simplified Acquisition Threshold of $150,000.00) as set forth in FAR Part 13. (v) The contract line item numbers, items, quantities, and units of measure will be determined at time of award to correspond with the winning proposal. (vi) STATEMENT OF WORK AS FOLLOWS; Background: The National Institutes of Health (NIH) is the nation's medical research agency-making important discoveries that improve health and save lives. The Center for Scientific Review (CSR) is the portal for NIH grant applications and their review for scientific merit. CSR receives all research grant applications sent to NIH and handle the review of more than 70% of those by organizing peer review groups (study sections) to evaluate research grant applications. CSR's mission is to see that NIH grant applications receive fair, independent, expert, and timely reviews - free from inappropriate influences - so NIH can fund the most promising research. The Office of Planning, Analysis, and Evaluation (OPAE) at CSR is establishing an information technology infrastructure and seeks access to a bibliometric database which will enable large scale batch queries for bibliometric records and associated citation metrics. This information will enable CSR to establish relationships between applicants and reviewers so CSR can understand where fields of study and scientific expertise overlap. Requirements: CSR requires access to an abstract and citation bibliometric database of the peer reviewed scientific literature that meets the following requirements: • The database must be multidisciplinary with a high degree of coverage of the peer-reviewed publications from the sciences and social sciences; • The database must include cover-to-cover indexing of the highest impact journals world-wide; • Coverage must include the years 2012-2000; • The database must provide support search and analysis capabilities such as retrieval of all records corresponding to a list of up to 5,000 first and last names submitted in batch ; • The Contractor must provide the data in a form that it can be installed on a Structured Query Language (SQL) database, on a secure server within the National Institutes of Health with access permitted only to those individuals authorized by the terms of the license; • Approximately, 5 NIH users will require access to the database; • The Contractor must provide a detailed description of how the data will be provided, descriptions of data elements and field names, and sample queries plus technical support for CSR's database programmer; • The Contractor shall provide CSR with full data rights to the data retrieved by query including individual records. These data will be used for internal operations analysis and may be submitted for publication in aggregated form with full attribution to the source of the data, and; • In the event that the identity of the subjects of queries made by NIH staff is revealed to the Contractor, then the Contractor will not target these persons with marketing initiatives or otherwise disclose their identity to third parties. (vii) The Period of Performance will be for 12 months and will begin on the date of award. (viii) FAR Provision 52.212-1, Instructions to Offerors - Commercial Items, is applicable to this requirement and is incorporated by reference. All Federal Acquisition Regulation (FAR) clauses may be viewed at http://acquisition.gov/comp/far/index.html (ix) FAR Clause 52.212-2, Evaluation - Commercial Items, is applicable to this requirement. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced, technically acceptable offeror. The Government will evaluate proposals based on the following evaluation criteria: • Data and instructions for loading on a secure MySQL database hosted by CSR should permit staff to conduct test queries which can be compared to retrievals from the Scopus and Web of Science interfaces available from the NIH library. A 95% plus concurrence rate is expected. • CSR staff should be able to retrieve detailed publication records and citation data as well as generate publication and citation reports as well as journal impact factor based calculations such as H-factors. • Initial technical assistance to enable an ‘up and running' status is required. (x) In accordance with FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, offerors must complete annual representations and certifications on-line at http://www.sam.gov. If paragraph (j) of the provision applies, a written submission is required. (xi) FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, is applicable to this requirement, and is incorporated by reference. (xii) FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, is applicable to this acquisition. Additional FAR clauses cited are: 52.204-1, Approval of Contract; 52.225-25, Prohibition on Contracting with Entities Engaging in Sanctioned Activities related to Iran - Representation and Certification; 52.244-6, Subcontracts for Commercial Items; 52.223-18, Encouraging Contractor Policies to Ban Text Messaging while Driving (Aug 2011), 52.225-13, Restrictions on Certain Foreign Purchases (Jun 2008) (E.O.'s, proclamations, and statutes administered by the Office of Foreign Assets Control of the Department of the Treasury); and 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct. 2003) (31 U.S.C. 3332). (xiii) There are no additional contract requirement(s) or terms and conditions. (xiv) There are no Defense Priorities and Allocations System (DPAS) assigned rating is applicable to this requirement. (xv) All offerors shall electronically submit, a quotation addressing the following items to Contract Specialist Jenn Frazier at jenn.frazier@nih.gov by 12:00 PM Eastern Daylight Time (EDT) November 30, 2012: 1) Offerors must complete annual representations and certifications on-line at http://www.sam.gov.
