- The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the NHLBI/DIR Cardiovascular-Pulmonary Branch intends to solicit and negotiate on a sole sources basis and award a contract for on-call 24/7 Emergency Maintenance; Unscheduled Maintenance; and Preventative Maintenance for an Artis Zee Bi-plane X-ray System, AXIOM Artis FC, Acuson P50, AVANTO Chiller KCC215, and eight (8) Syngo MM workplaces, to Siemens Medical Solutions USA, Inc. 3780 Mansell Road, Suite 400 Alpharetta, GA 30022, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. The period of performance will be February 11, 2013 through March 10, 2018 ((1) one-year base period) with four (4) one-year options. The North American Classification System (NAICS) code applicable to this requirement is 334510 - Electromedical and Electrotherapeutic Apparatus Manufacturing with a size standard of 500 employees. The basis for the sole source determination is based upon the fact that: Siemens Medical Solutions USA, Inc. is the sole provider of the maintenance services for their proprietary equipment. This Notice of Intent expires 15 days from its posting. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date, November 30, 2012 at 11:59 p.m. EST. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Written responses shall reference this Notice of Intent No. NHLBI-CSB-HL-2013-21-RRJ, may be submitted electronically to the Contracting Officer, Robin Jeffries, at robin.jeffries@nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
