Description
Description: The Project Manager for Maneuver Ammunition Systems (PM-MAS), Picatinny Arsenal, NJ and the Army Contracting Command-New Jersey (ACC-NJ) are currently seeking sources to develop an alternate tracer technology to replace the current 7.62mm M62A1 and the 5.56mm M856A1 trace capability. The technology to be developed shall provide day/night trace capability, in lieu of traditional small caliber ammunition pyrotechnic tracer cartridges, and shall only be visible from the shooters perspective, concealing his or her position from enemy forces. It is the Governments desire to have the concepts be implemented into the 7.62mm M80A1 and 5.56mm M855A1 ball cartridges but shall consider all concepts that replace current pyrotechnic trace cartridges. It is also desired to have minimum system level impacts to the currently fielded systems, i.e. night vision goggles, Thermal weapon sights, optics, and weapon systems. The Government intends to use existing weapons systems. As such, no weapons modifications are envisioned to be made for use with the alternate tracer. The contractor shall advance materials development to a Technology Readiness Level (TRL) 6 (prototype demonstration in a relevant environment). It is envisioned that technologies that meet Government program requirements would advance into and through a follow-on Engineering & Manufacturing Development (EMD) effort for qualification via Test & Evaluation (TRL 8, actual system completed and "flight qualified" through test and demonstration). Effort will include developmental enhancement and/or optimization of different materials/technologies, prototype and manufacturing process development, support validation of cost estimates and major testing to provide adequate data to validate designs. Effort will also include the development of product drawings. Specifications: A specification has not yet been developed for alternate tracer. Performance requirements are expected to be equal to or better than current tracer specification requirements Planned Acquisition: The proposed requirement will include an initial award of up to four sources. It is contemplated that the acquisition may include down selection criteria at intervals until TRL 6 is achieved. Submission Information: All responsible interested sources should submit their research and development experience, capabilities, and qualification data. Submittal of information is requested via electronic mail only, no later than 30 days from the date of this notice. All responses should be submitted to Trisha Fitton at ACC-NJ, e-mail address trisha.a.fitton.civ@mail.mil. Please include company name, address, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). Offerors are also requested to provide a rough order of magnitude (ROM) and the length of time to complete a) TRL 3-4, b)TRL 5, c)TRL 6, and d)EMD. Brochures/literature may be attached to the e-mail submission. *Please note: this market survey is for information and planning purposes only, does not constitute a pre-solicitation notice, and is not to be construed as a commitment by the Government. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Government will not pay for any information submitted under/in relation to this announcement. If a formal solicitation is generated at a later date, a solicitation notice will be published.
