- Description
- The Department of State has a requirement for a broad range of non-personal, professional, technical and administrative support services. The Contractor shall furnish all necessary labor, materials, and expertise to provide: monitoring and evaluation, translation, budget, grants administration, information technology support, project design support and management, conference/training facilitation, and networking and alumni support for the Department of State, Office of Middle East Partnership Initiative (NEA/PI). Grantees supported by MEPI work in diverse sectors and political environments. As such, MEPI project development is extremely technical and complex. Grants administrators, project designers and monitors/evaluators are all relied upon to support efficient and effective use of MEPI funds in support of broader USG objectives. Information technology staff ensures that MEPI is able to track and manage its awards via on on-line database, while translators enable MEPI to reach local audiences, including over 11,000 alumni, in their native tongues. In addition, MEPI conducts training and conferences to better equip the field to manage MEPI awards and federal funds. The Contractor must demonstrate past performance of successful: monitoring and evaluation, translation, budget, grants administration, information technology support, project design support and management, and networking and alumni support, implementing U.S. Government sponsored meetings, conferences, and trainings of those similar size and complexity of those sponsored by MEPI. Experience with foreign assistance supported grants administration in the U.S. and abroad is essential; experience with conference and training facilitation including organizing meetings in resource limited countries where English is often not the official first language and cultural and political sensitivities exist is also important. Contractors must be familiar with the U.S. government guidelines and regulations especially those related to the expenditure of foreign assistance funds and grants administration procedures. Additionally, proposed personnel and institutional resources should be adequate and appropriate to support MEPI's goals. This estimated period of performance for this requirement is a base year plus four one-year option periods and competition limited to eligible 8(a) firms in accordance with FAR 19.805 (Competitive 8(a). Please note that the 8(a) firm selected for the resultant contract must have a facility clearance at the Secret level at the time of contract award.
