The Contractor must demonstrate past performance of successful: monitoring and evaluation, translation, budget, grants administration, information technology support, project design support and management, and networking and alumni support, implementing U.S. Government sponsored meetings, conferences, and trainings of those similar size and complexity of those sponsored by MEPI. Experience with foreign assistance supported grants administration in the U.S. and abroad is essential; experience with conference and training facilitation including organizing meetings in resource limited countries where English is often not the official first language and cultural and political sensitivities exist is also important. Contractors must be familiar with the U.S. government guidelines and regulations especially those related to the expenditure of foreign assistance funds and grants administration procedures. Additionally, proposed personnel and institutional resources should be adequate and appropriate to support MEPI's goals. This estimated period of performance for this requirement is a base year plus four one-year option periods and competition limited to eligible 8(a) firms in accordance with FAR 19.805 (Competitive 8(a).
