- NAICS Code: 541380, Testing Laboratories. The U.S. EPA's National Exposure Research Laboratory (NERL) conducted a passive sampling study as part of the Near-road EXposures to Urban air pollutants Study (NEXUS) conducted in the fall 2010 and winter 2011. This study generated an estimated 185 passive samples requiring analysis by Computer-Controlled Scanning Electron Microscopy (CCSEM). CCSEM can determine PM10-2.5 mass as well as individual particle size, morphology, and chemistry. Although many of these samples will be analyzed by the EPA using the CCSEM facilities of the EPA's Scanning Electron Microscopy Lab, there is a need for additional analytical support to meet the objectives of these field studies in a timely fashion. The U.S. Environmental Protection Agency (US EPA) intends to negotiate a sole source firm fixed-price purchase order under Simplified Acquisition Procedures with R.J. Lee Group for Computer-Controlled Scanning Electron Microscopy (CCSEM) analysis of these 185 UNC passive aerosol samples. The Government believes R.J. Lee Group is the only company capable of providing these services because the UNC passive sampler was developed in conjunction with a semi-empirical model (Leith-Wagner Deposition Velocity model). No other model has been evaluated in the literature and been shown through field studies to provide quantitative results for the UNC passive sampler. The circumstance permitting Other than Full and Open Competition is FAR 6.302-1 Sole Source, Only one responsible source and no other supplies or service will satisfy agency requirements. The period of performance for this requirement is 12 months from date of award. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement. This solicitation and amendments will be available via the internet at the following URL: http://www.epa.gov/oam/rtp_cmd/index.htm The intent of this synopsis is to state the Government's intention to sole source this acquisition to R.J. Lee group and to also determine if any other source(s) exist. Therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored.
