- Department of Veterans Affairs, Network Contracting Office (NCO) VISN 22, on behalf of the VA San Diego Healthcare System intends to make a sole-source award to Dr. Dieter Hillert, PhD located at 1719 Deerfield Rd. Encinitas, CA 92024. Dr. Hillert shall perform work as it relates to a Linguist Research Consultant, a commercially available service as described in FAR Part 12 "Acquisition of Commercial Items". The period of performance for this service shall not exceed one (1) year from the time of award. Dr. Hillert has performed this work in connection with the VA's Informatics and Computing Infrastructure (VINCI) research & development project's inception. Dr. Hillert has an expertise in a cutting edge field of computer science research concerned with Artificial Intelligence (AI) and linguistics called Natural Language Processing (NLP). NLP is the interactions between computers and human (natural) languages -- that is, enabling computers to derive meaning from human or natural language input. Dr. Hillert has developed most if not all of the corpora associated with this VINCI project. A corpus (plural, "corpora") is a core set of documents (or sometimes, individual sentences or natural language expressions) that have been hand-annotated with the correct values that can be "learned" and even used to make "decisions" based on statistical inferences via complex algorithms by a computer. VINCI is an initiative to improve researchers' access to VA data and to facilitate the analysis of those data while ensuring Veterans' privacy and data security. VINCI staff are partnering with research groups such as the Consortium for Health Informatics Research (CHIR) to bring new types of data and new applications to VINCI. The focus is on structured data derived from text using Natural Language Processing. Funded by HSR&D and OI&T, VINCI functions in conjunction with the Office of Informatics and Analytics (VHA OIA). Based on the nature of the project and the complexity of the work already performed by Dr. Hillert, it has been determined that no other source can meet Governments expressed requirement, as the project's result set could be impacted or skewed by a change in the linguistic interpretation of another Linguist at this stage. The harm to Government would be an unquantifiable loss of research effort; funding; and the benefit of this very important work to our Veterans. None of which is reasonably expected to be recovered through competition. The authority for Other Than Full and Open Competition is cited at FAR 6.302-3 "Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services". This is not a request for competitive proposals and no solicitation will be available. Firms that believe that it can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within 10 days from the publication date of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for notification purposes.
