- This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for Grounds and Tree Maintenance Services at Marine Corps Base Hawaii Kaneohe Bay (MCBH), Camp H. M. Smith, Fleet Logistics Center (FLC) and Other Locations, Oahu, Hawaii. 1. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide grounds and tree maintenance services for improved, semi-improved, and unimproved grounds at Marine Corps Base Hawaii Kaneohe Bay (MCBH), Camp H. M. Smith, Fleet Logistics Center (FLC), and Other Locations, Oahu, Hawaii. The work includes, but is not limited to, mowing, edging, lawn maintenance, vegetation (weed) control, irrigation systems operation and maintenance, debris removal, ground cover maintenance, shrub and hedge maintenance, plant maintenance, plant bed maintenance, tree maintenance, tree identification tagging, artificial turf maintenance, xeriscaped area maintenance, brush/grass maintenance, cutting back trees and brush, tree control, vegetation maintenance, servicing trash receptacles, roofs/roof drain and gutter cleaning, firebreak maintenance, and surface draining system maintenance. Certified arborists or certified Tree Workers shall perform arboricultural work. Arborists shall be certified by the International Society of Arboriculture. Tree Workers shall be certified by the Western Chapter ISA or another organization that trains and certifies. All personnel who apply pesticides on DoD property shall be State of Hawaii pesticide applicator certified as a commercial 3 (ornamental & turf pest control) pesticide applicator and commercial 6 (right-of-way pest control) pesticide applicator. The Contractor shall possess a business license issued by the State of Hawaii to provide pest control services. 2. If your firm is interested and capable of performing the services: a. Confirm your business size (i.e., small business, 8(a), HUBZone, service disabled veteran owned small business (SDVOSB), woman owned small business (WOSB)) under NAICS Code 561730, annual size standard $7,000,000. b. Provide your DUNS number and CAGE code. c. Provide customer references for whom you have done grounds maintenance and tree trimming work. Include the following: (1) Client's name (2) Point of contact (3) Point of contact's phone no. (4) Point of contact's email address (5) Contract Number (6) Delivery/Task Order Number (if applicable) (7) Contract Title (8) Location of Work (9) Award Date (10) Completion Date (11) Award Amount (12) Final Price (13) Description of work performed (specify whether it was for grounds maintenance or tree trimming work) (14) Work Performed as: Prime Contractor/Subcontractor/Joint Venture/Other (Explain) (15) Percent of project work performed 3. Interested sources capable of providing the required services must respond by e-mail to sandy.sekiguchi@navy.mil no later than December 3, 2012. Interested sources shall indicate that they are capable of providing the required services and provide all information requested above. Based upon the responses received, the Government will determine the set-aside method for the procurement. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on responses to this notice. This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP.
