Description
The purpose of this procurement is to acquire contractual support to provide local telephone exchange services for VA facilities in Guam. Local telecommunication services shall include, as a minimum but not limited to: local voice, data, internet, and wireless services. 1. Department of Veterans Affairs (VA) Network Contracting Office (NCO) 20 is requesting information from industry as part of market research to determine what qualified contractors exist. 2. THIS IS A SOURCES SOUGHT ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bid, a solicitation, or an indication the VA will contract for the services contained in the sources sought. VA will not pay respondents for information provided in response to this sources sought. 3. The purpose of this notice is to gain knowledge of potential qualified sources and their business size classification relative to NAICS code 517110, size standard 1500 employees. Contractor shall provide Local Exchange Carrier services both advanced and basic with the highest level of reliability with immediate, uninterrupted service 24 hours a day, 7 days a week. 4. The government requests interested parties submit the following: a. Their DUNS and CAGE codes, as well as, a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women Owned Small Business or Small Business), anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. b. Documented evidence of all interconnection agreements and/or leasing arrangements with the Incumbent Local Exchange Carriers (ILECs) within the state of the requirement. c. Provide proof of registration with the Public Utility Commissions within state of the requirement. d. Written statement confirming the ability to respond to service outages within the timeframes in the PWS. e. Information from recent contracts performed within the last three (3) years, which are considered relevant in demonstrating ability to perform local exchange services involving similar scope, magnitude of effort, and complexities as the services described in this sources sought. Include the following administrative data for each referenced contract submitted Offeror's company name; contracting agency; contract number; brief description of contract; contract type (i.e., fixed price, etc.); period of performance, identification of any significant achievements or past problems and resolution; and name, address, telephone number, and email address of program manager and Contracting Officer. 5. Please include as part of your response a Point of Contact's: Name, Phone Number, Fax Number, E-mail address, and Mailing address. 6. Please provide your response electronically, in writing (no links), no more than four (4) single-spaced pages using 12-point, Times New Roman font, and minimum of one-inch margins, in Microsoft Word format. Responses to this sources sought are requested by 4:00 P.M., PST on December 3, 2012. All responses shall be unclassified and reviewed to ensure consideration.
