Description
J&A for core loci validation PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract with Promega Corporation, 2800 Woods Hollow Road, Madison, WI 53711-5538. Contract period will be for a base period of one (1) year with a provision for one (1) option year. Reagents and supplies to be purchased under the contract include, but are not limited to, the PowerPlex® Fusion Systems, 200 rxn and PowerPlex® 5 Dye Matrix Standards. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 325414, Biological Product (except Diagnostic) Manufacturing; the size standard is 750 employees. The PowerPlex ® Fusion Systems and related supplies are needed for the validation to Expand the CODIS core loci project. The reagents and supplies will be used to validate the DNA processing of casework evidence, missing persons cases, and convicted offender samples. These items will also be used by other units within the FBI laboratory for internal validation projects in support of the FBI. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Promega Corporation, as no other vendor is capable of providing the necessary reagents and supplies needed for the assessment and validation to meet the FBI's requirements. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 10:00 am, Eastern, on November 20, 2012, by email to the attention of Lynda M. Theisen, Contracting Officer, at Lynda.Theisen@ic.fbi.gov Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
