Description
NOTICE OF INTENT TO AWARD The Army Contracting Command (ACC)-Aberdeen Proving Ground (APG) Huachuca Division, on behalf of the U.S. Army Electronic Proving Ground (EPG) on Fort Huachuca, Arizona, and in accordance with FAR subpart 6.3, intends to execute a Firm Fixed-Price contract under Other Than Full and Open Competition, Sole Source basis to Aeroflex High Speed Test Solutions, Inc. The Government intends to procure items with the following salient characteristics: Portable Broadband Signal Analyzer (BSA) System with the following features: 20 MHz - 6 GHz Tunable RF Receiver 40 MHz Instantaneous Bandwidth Digital Tuners (21MHz to 41 kHz) Preselect and IF filtering 32 GB Signal Capture RAM Integrated Monitor, Keyboard, and Mouse Integrated GPS Receiver 1TB Removable Data Storage Drive 60 GB Removable Solid State System Drive Standard Graphical User Interface (GUI) software package for BSA Analyzer/Recorder controls and basic analysis. Controls include RF and input power, signal recording into memory, and signal previewing from stored data in memory. GUI includes spectrum, time, waterfall, and parameter strip chart plotting. Signal parameters from ACPR and other optional analysis software modules can be plotted on the strip chart and logged to data files. ACPR software application includes channel power, band power, and adjacent channel power measurements. Recorded data can be reviewed and saved to mass storage devices. File-based version of BSA signal analysis software. Has all signal analysis software functionality and accepts all optional signal analysis software modules. Loads and analyzes data from files. Modulation Domain Signal analysis software for simultaneous signal data, amplitude, frequency, and phase plotting in time domain. A frequency selective filter can be applied prior to signal demodulation and plotting, allowing selective bands to be processed. Cursors allow measurements of amplitude, frequency, and phase. Plots include signal vs. time, signal envelope vs. time, frequency vs. time, and phase vs. time. User selectable time durations can be plotted, as well as the amplitude, power, frequency and phase values on a GUI window. These can be strip charted to measure the signal dynamics and statistics. Other plots include time-time raster of any of the demodulated data formats (raw, AM, FM and PM), and signal spectrum. Scanning Spectrum Analyzer (SSA): Takes Time Domain data and produces a FFT spectrum trace from each individual sub-band of the user defined passband (i.e. 30 MHz - 2 GHz) and stitches them together taking into account gain differences between the multiple sub-bands. This produces a composite trace similar to the traces on a typical spectrum analyzer. Software: BSA-CW Includes BSA AM/FM/PM, ASK, Channel Power, FM DBL DMOD, FSK, Modulation Domain, PSK/QAM, PSK/QAM Est., PSK/QAM Gain/Phase Est., SAT Analysis Modules. BSA-FACS Semi-automated collection mode that provides scenario based recording capabilities based on bands of interest. Additionally, the system will automatically save the recorded files and provide automatic or fixed gain adjustments to optimize recordings. Module performs scenario based recording, with each repetitive scenario entry being saved to a single data file. BSA-SWSEQ BSA Sequencing Control is Script driven sequencer for BSA that automates RF tuning, gain settings, and record times for monitoring, recording, and saving recordings to disk. Scenario file is read sequentially from the operating system storage device. Graphical tools are provided for constructing sequencer script files, which can be saved as.csv format. Both manual step and automated step sequencing modes are provided. In automated step mode, sequencer steps through user-selected scenarios of RF, gain, and record time, automatically saving the recording with a frequency and time tag file name before stepping to the next scenario. All selected scenarios can be sequenced through once or repetitively, depending on the user setup. A frequency and spectrogram view is available for monitoring during this process. Auto gain can be enabled which automatically sets the input gain for optimal recording levels prior to each recording in the sequence. 2TB data pack for the BSA System. Inverter Cable Set This cable set will be comprised of three components. The 10' 12 VDC Extension Cable will have a mating connector on one end and a pair of quote mark Alligator quote mark style clamps on the other. The 12' 24 VDC Extension Cable will have a mating connector on both ends. The 3' 24 VDC NATO Extension will have a mating connector on one end and a 24 Volt NATO Slave Connector on the other. Ant-Cable-Kit This antenna cable kit includes 2 each 3' Low Loss RF Cables with an RF Combiner. 1 cable will have Type-N on both ends and 1 cable will have a BNC on one end and a Type-N on the other. This is to accommodate the GFE 105L Antenna ports. Site Install & Training: Site Integration and training during 1 day by vendor personnel. This training includes setup, operation affect of system settings and common problems encountered during normal operation. Site Install Additional day: Site integration training by vendor personnel using GFE antennas and cables for standardized operational setups and demonstration of common problems with both hardware and software setup.
