- RFQ Attachment 1 The attached pricing sheet shall be filled out by those submitting quotes. Only those cells highlighted in yellow should be filled out. Any changes to the cells' existing formulas or numbers by the contractor shall be highlighted in red and explained in detail in their pricing narrative. The second tab shows an example of how the contractor shall approach the spreadsheet should they have two or more applicable GSA rates for each contractual year requested. It is up to the contractor to ensure that annual estimates as well as a total estimated cost are clearly defined. Plug numbers are given for ODCs, travel, and materials. Any changes to those by the contractor shall be explained clearly in their pricing narrative. The third tab is for labor hour rates for contractor facilities. Nearly all work is anticipated to take place at Government facilities; however, should there be cases where support is required at the contractor's facilities, the rates will already be contractual. The quote evaluated will be that in the first tab with Government facility rates. Many of the labor categories show zero hours anticipated; however, it is important that the contract show rates for all categories should the need arise for their use. Although the quotes evaluated will be based upon Labor Hour rates, it is anticipated that many of the task orders will be requested to be proposed as firm-fixed-price. Questions regarding this spreadsheet shall be sent to Brad Grimm at william.grimm@hq.dhs.gov. The spreadsheet will be discussed in detail at Industry Day on November 30, 2012.
