Description
The Government has a requirement for 700 USG of Alcohol-To-Jet (ATJ-5) Fuel to support the Navy. The contract will be FOB Destination into Drums and/or Cans. The supplier is responsible for palletizing the fuel according to hazardous material regulations, see CFR 49 part 172, for transport to delivery location. Delivery will be expected 30 days from award. Award date is tentative for December 18, 2012. The preceding quantities are estimated maximum quantities. The actual purchases will be made pursuant to orders placed in accordance with FAR 52.216-22 INDEFINITE QUANTITY (OCT 1995) and FAR 52.216-18 ORDERING (OCT 1995). FAR Part 13-Simplified Acquisition Procedures will be followed. This Synopsis will close on December 4, 2012. After close of Synopsis DLA Energy will contact all known vendors and interested parties to solicit quotes. ATJ-5 ATJ-5 fuel shall consist predominantly of n-paraffins, iso-paraffins, and cycloparaffins and shall be produced solely from alcohols which have been subsequently dehydrated to olefins, oligomerized and hydroprocessed into jet fuel range hydrocarbons. In order to minimize the variables during this initial testing, the feedstock for each fuel shall come from the same source. The offeror shall identify the location and process used to produce the hydrocarbon molecule. The objective of this effort is to demonstrate the operational performance, safety, suitability and effectiveness of the fuel in order to obtain approval for use as a drop-in replacement for conventional JP-5. The fuels produced via ATJ conversion will be tested as-is and blended with conventional JP-5 in a series of physical/chemical property tests and component and engine test. The producer only needs to supply the ATJ-5 blend stock. The Navy will provide the conventional JP-5 and will conduct all blending.
