SOURCES SOUGHT NOTICE Title: Threat Systems Operations and Maintenance Integrated Support (TSOMIS) Contract Vehicle: Competitive Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract Closing Date: December 17, 2012 PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement to provide the acquisition, development, fielding, operations, maintenance, and sustainment of Threat systems for Army testing and training. Duties include serving as the point of contact for Threat support to Tri-Services and Joint testing and training activities including Combatant Command Exercises. PEO STRI works with the U.S. Army, Tri-Service, or Joint customers to help define their foreign equipment requirements, directly interfacing with foreign systems Original Equipment Manufacturers; to ensure that valid, certified, accurate, and reliable products are acquired that meet the end user's needs. PEO STRI routinely acquires Threat systems and technical support for those systems. PEO STRI anticipates a requirement for Operations and Maintenance (O&M) Integrated Support. TSOMIS support will encompass providing the test and evaluation and training community with services that are capable of operating, maintaining and sustaining ground and airborne Threat Systems. The Threat Systems must be maintained, operated and sustained to provide realistic Threat capabilities for Operational and Developmental testing and training with the U.S. Army. This support will include engineering, configuration management, technical inspections, testing, evaluations, validation and accreditation, transportation, site surveys, transportation upload and download support, logistics, developmental support, integration, storage, maintenance, operations, and training including items of support equipment such as system spare parts, special tools, test equipment and depot level documentation. There are two locations anticipated as the place of performance for these services and support. They are Government facilities at Redstone Arsenal (RSA), Alabama, 35898 and Government facilities at White Sands Missile Range (WSMR), New Mexico, 88002. SYNOPSIS: Contractors shall provide support of mission execution functions such as mission planning, system deployment, repair, modification, fueling, and re-deployment. Additional activities include inventory control, system replenishment, and preparation of systems and equipment for a quick turn-around and deployment. Contractors shall assume total performance responsibility for work performed under this effort. The focal points for all efforts on TSOMIS are the Threats systems themselves and their ability and availability to perform as required, when required, by the U.S. Army Testing and Training community. Below are several examples of the above mentioned Threat systems: 1. INTEGRATED THREAT FORCE (ITF): The ITF provides a scalable and reconfigurable representation of opposing force structure and capabilities. 2. WIDEBAND CONFIGURABLE CONTROLLED JAMMER SYSTEM (WCCJ): The WCCJ system is a reprogrammable, jamming asset that can be utilized against various forms of communications devices and networks. 3. THREAT UNMANNED DEVICES (TUD): The TUD is a Diamond DA-40 aircraft that is used as an aerial platform for a number of airborne Threat sensors. ACQUISITION APPROACH: An Indefinite Delivery/Indefinite Quantity type contract in accordance with FAR Part 16.504 is anticipated. The Government will make the award on a Best Value/Trade-off basis. The Government anticipates this contract will utilize a combination of Cost Plus Fixed Fee, Firm Fixed Price, and Time and Material Task Orders. The period of performance is anticipated to be a one year base and four one-year options for a potential period of performance of five-years. ESTIMATED DOLLAR VALUE: Approximately $8.5M per year RESPONSES REQUESTED: Interested Contractors should respond to the Contracts Point of Contact (POC) listed below, no later than 5:00PM EST, December 17, 2012. A white-paper will be submitted in MS Word document format. The cover page should include company name, address, and points of contact including phone numbers and email addresses. Interested contractors shall also provide business size, business type, and other pertinent business characteristics including company location. Contractors responding to this notice should confirm that they possess knowledge, capabilities, and experience in the areas of ground and airborne Threat systems and their operations, maintenance, sustainment and execution in a testing and training environment and supply a brief synopsis of those relevant attributes along with a description of current applicable efforts. The white-paper should demonstrate to the Government how the requirements will be met. All contractors must provide the following information: Describe your company's capability in providing similar efforts of this magnitude consistent with the requirements above. oProvide information on O&M experience and understanding oProvide information on types of systems, ground and/or airborne, which O&M capability has been demonstrated on oProvide specific experience with Threat systems and Threat history oDescribe ability to provide personnel cleared to the TS/SCI level Describe your company's ability to manage engineering resources, including recent experience and logistics considerations. Include a discussion on equipment modification, configuration management and quality control issues, risks and mitigation plans. Describe your company's ability and experience in performing tasks Outside the Continental United States (OCONUS). Provide your business size (large, small, socio-economic category, etc.) under North American Industry Classification System (NAICS) Code 541330. If you are a small business and are to prime this effort, state how you will meet the Limitations of Subcontracting stated in FAR 52.219-14. Provide any teaming arrangements. PAGE LIMITATION: 25 PAGES MAXIMUM. Font shall not be smaller than industry standard word 10-point Times New Roman.
