Description
The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH) intends to issue a modification to the firm fixed price purchase order number 200-2012-M-53217 awarded pursuant to this announcement. The J.H. Fletcher D-15 HDDR roof bolting machine is used by NIOSH for research on noise reduction and other mining concerns. It had been modified by the manufacturer with control systems that enable highly consistent drilling parameters and monitoring. This feedback control system is unique to J.H. Fletcher and is required to perform consistent testing for continued noise control research. After starting the work to refurbish the NIOSH-owned Fletcher D-15 roof bolting machine, a number of major unforeseen problems were discovered and it was determined that it is not feasible to refurbish the current NIOSH-owned D-15 roof bolting machine. In lieu of the refurbishing effort, the contractor will provide a newer rebuilt D-15 model that can be configured with the same feedback control system. The refurbished model D-15 roof bolting machine available from J.H. Fletcher can replace NIOSH's malfunctioning HDDR model roof bolting machine while preserving performance and functionality of the roof bolting system. The system must function consistently in order to compare the results of future studies using the roof bolting machine with past studies conducted with it in the NIOSH laboratories. The fixed price to NIOSH for the refurbished unit will be $49,503, the same amount as awarded on purchase order 200-2012-M-53217. This procurement is for a refurbished D-15 roof bolting machine for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This modification will be made using Simplified Acquisition Procedures found in FAR Part 13. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov prior to an award of a federal contract. A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
