- PURPOSE: The purpose of this Request for Information (RFI) is to conduct market research for use in formulating an acquisition strategy to support the Marine Corps' requirement to provide Recovery Care Coordinators (RCC) to Wounded, Ill and Injured (WII) Marines as part of the Comprehensive Recovery Plan (CRP) mandated by National Defense Appropriations Act (NDAA) 2008. The qualifying code for this effort is 541611. BACKGROUND: In accordance with Public Law 110-181, National Defense Authorization Act for Fiscal Year 2008, Department of Defense Instruction 1300.24, and Secretary of the Navy Instruction 1740.5, requires the Marine Corps to have Recovery Care Coordinators located across the country to help the Wounded Ill or Injured (WII) Marines and their families as they transition through the various phases of recovery. The RCC is one of the first non-medical points of contact the WII marine and their family will have with the support network to ensure a smooth transition either back to full duty, or to the civilian community. RCCs shall be located at various major CONUS and OCONUS Marine Corps bases or stations and military medical facilities. RCCs must be available to WII Marines and their families whether they are assigned to the Wounded Warrior Regiment (WWR) or remain with their operational units. Historically, the Marine Corps Wounded Warrior Regiment manages and maintains a caseload level of approximately 1100 cases at any given point. The average monthly WII caseload is about 1100 WIIs and, although it may vary with location and type of cases being assigned, each RCC caseload should not exceed 25 cases at any given point. USMC Wounded Warrior Regiment requires contractor support with the capability to: (1) Manage and maintain Corps Recovery Care Program in its entirety in accordance with the DoD Instruction 1300.24 and Secretary of the Navy Instruction 1740.5 to include data analysis and reporting of program; Establishing measures of performance and effectiveness to be used as quality benchmarks, and ability to present analytical findings and empirical data reflecting customer satisfaction with support provided to the recovering service member and/or their family. (2) Provide RCC's to assistance in defining the marine's individual goals for recovery, rehabilitation, and reintegration; Identify and understand the services and resources needed to achieve the marine's defined goals; Develop and successfully execute the marine's Comprehensive Recovery Plan, an individual roadmap to reach their set recover and transition goals; Liaison with WWII regiment personnel, government and non-government agencies and Marine Corps WWR personnel to ensure the integrity of the program and develop quality assurance standards. INSTRUCTIONS: Responses to this RFI shall not exceed ten (10) pages, including cover letter, discussion and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated above; (2) Three (3) Citations of any current or past customers (i.e. within in the past two (2) years) to include contract number, point of contact, telephone number or e-mail address; (3) Link to the respondent's General Services Administration (GSA) schedule or attached file of same, if applicable; and (4) Other material relevant to establishing the core competencies of the firm. Please identify Large/Small Business size status along with a point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.
