Description
This is a sources sought notice only. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Natick Soldier Research, Development and Engineering Center (NSRDEC) is issuing a source sought notice to identify potential technologies that can measure the pressure and/or force applied to the shoulders/upper back/lower back region of Soldiers as a result of wearing torso-borne military equipment. DESCRIPTION NSRDEC is interested in systematically manipulating the distribution of torso-borne loads, which are typically borne by the shoulder and upper back of Soldiers. We are also interested in determining an optimal distribution of the load on the torso. To do so, we need to obtain validated and reliable technology that will allow us to measure and quantify (in terms of pressure or force) the distribution of the load on or across the Soldier's torso. We prefer the technology be pliable allowing it to be placed comfortably under the military equipment on the surface of the torso and multiple sizes are also preferred. This technology should be durable, comfortable, and engineered such that it may be worn for long periods of time (i.e. 2 hour march). Continuous data capture from as little as 10 minutes to as long as 120 min is required. Our research goal is to determine if there is an optimal distribution of the load on the torso that results in an increase in performance and comfort. Sources are only sought for the available technology that would allow us to measure/quantify the pressure and/or force being applied to the body by the torso-borne equipment worn. NSRDEC will then utilize the technology within an internal human use approved protocol(s). Period of Performance: 01 January 2013 - 15 April 2013. The technology provider shall provide services that include: 1. Detailed specifications of technology and any known limitations. 2. Ease of Use: The NSRDEC reserves the right to evaluate the performance of the technology, via live demonstration, and will also examine the ease of use of the system (hardware and software) prior to award. The live demonstration, if required, will take place at the US Army Soldiers System Command, Natick, Massachusetts. Parameter Recommendation: 1. Safe to place on human subjects. 2. Easily and comfortably placed between the upper body of the human and the military equipment being worn (i.e. load carriage equipment, body armor, etc.). 3. Ability to synchronize data collection with other devices and data collection software. 4. Capable of detecting a pressure range that would be sensitive enough to measure the distribution of torso-borne loads weighing up to 120 lbs. 5. Multiple sizes of sensors are preferred. 6. Comfortable to wear for the user for prolonged periods (3 hours). 7. Sufficient sampling rate (at least 20 Hz) for continuous data capture of dynamic loads. RESPONSES All interested firms and manufacturers, regardless of size, are encouraged to respond to this request for information. Information submissions should include available technology, product literature, and relevant company background/experience. Please provide product pricing as part of the information submission. Responses should include information on their product(s) and how they might address the Military requirement. All information supplied will be considered confidential, unless otherwise specified by the firm or available from other sources without restriction. This sources sought is for information and planning purposes only and does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP) and is not to be taken as a future commitment by NSRDEC. All respondents shall include all of the information listed below in the response email: 1. Company name and Solicitation number in the email subject line. 2. Product detailed descriptions and how it addresses our Military requirement. This can also include current or past performance of providing these products to the Government. 4. Estimated cost, minimum and maximum delivery schedule, and any anticipated discounts. 5. Proposed dates available for demonstration of technology at NSRDEC. 6. If applicable a GSA Schedule. 7. All assumptions, including any assumed Government support. Interested sources must reply no later than 01 January 2013. No telephonic submissions will be honored. All product information shall be submitted at no cost or obligation to the government.
