- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W912C6-13-R-0009 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-61. The associated North American Industrial Classification System (NAICS) code for this procurement is 511120 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-11-28 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Multiple shipping information. The ICO Jackson - 81st Regional Support Command requires the following items, Meet or Exceed, to the following: LI 001, The successful contractor will be responsible for publishing a newspaper/periodical/magazine, The Griffon, with one issue per quarter, for the 108th Training Command (IET), an Army Reserve unit headquartered in Charlotte, North Carolina. It is requested that interested publishers submit detailed bid proposals describing how performance under a publication contract would be accomplished, relevant staff and equipment capabilities, and publication experience. The publication contract will provide for no payment of money to the selected publisher but rather will entitle the publisher to generate revenue through the sale of advertisements in the newspaper. The initial contract will be for one year, with possibility of renewal for up to two additional years. The contractor shall provide the managerial, administrative, supervisory, direct and overhead personnel, equipment, labor, supplies, tools, materials and other items necessary to print and distribute a quarterly (spring, summer, fall, and winter editions) Civilian Enterprise (CE) magazine titled The Griffon for the 108th Training Command (IET) located in Charlotte, North Carolina. The contractor will publish four times annually no later than the second weekend in March, June, September, and December 10,000 copies of a civilian enterprise newspaper tabloid or magazine style format, which will contain at least 70 pages. See the Attached SOW/PWS for more details. All those who quote must address their ability to meet or exceed the requirments as specified in the SOW/PWS. The POP is DECEMBER's Edition 2012 (1st Edition under this POP through September's Edition 2013). The Unit of measurement is identified as "1"; however, this means four (4) quarterly publications of the Griffon (MAR, JUN, SEP, and DEC)., 1, EA; LI 002, Option Year 1: Same as CLIN 001, with POP being December's Edition 2013 thru September's Edition 2014. The USG will notify the contractor 30 days out from the end of the POP whether or not the Option will be excercised. The USG has NO DUTY to excersise the option period., 1, EA; LI 003, Option Year 2: Same as CLIN 001 & 002, with POP being December's Edition 2014 thru September's Edition 2015, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, ICO Jackson - 81st Regional Support Command intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. ICO Jackson - 81st Regional Support Command is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
