- The NAVSUP Fleet Logistics Center Norfolk Philadelphia Office is seeking a qualified accredited institution of post-secondary education to provide a master ™s degree in a campus setting for Navy Officers with core education and related research in Cyberspace Operations or a closely related field for 5-10 students per academic year. The degree program must lead to a Master ™s degree for students completing the required coursework in one 12-18 month period beginning Fall semester 2013. The period of performance will be for a base period of 12 months plus two (2) 12-month Option Periods. Offerors shall be required to submit both price and technical proposals. The Navy ™s evaluation of proposals will consider the offeror ™s technical proposal more important than the offeror ™s price proposal. The applicable NAICS code is 611310. The FSC code is U005. The solicitation will be available on or after 13 Dec 2012, and will be issued via the Federal Business Opportunities web site https://www.fbo.gov. Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The Government will not pay for the information received. All qualified sources are encouraged to submit an offer which will be considered for award. The closing date for the receipt of offers will be set forth in the RFP. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions. Further, offerors are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal.
