- Description
- The Naval Air Warfare Center Aircraft Division, Lakehurst New Jersey has a requirement for the following items in support of the NAVAIR Metrology and Calibration METCAL Program: Upgrade model SR-5000 Spectroradiometer to, SR-5000N Spectroradiometer one (1) each, with Installation and Training (on-site). This upgrade will convert the older legacy system to the new SR-5000N and will re-use some of the components of the existing system. The upgraded SR-5000N will be used by Navy Primary Standards Laboratory (NPSL) customized calibration procedures to calibrate blackbodies used in the Navy Calibration labs and other infra-red equipment requiring calibration. The upgraded SR-5000N will include: •- Replacement of the base instrument, qty 1, with a new SR-5000N, Spectroradiometer. •- Replacement of the host controller, qty 1, with a new controller and operating system. •- Upgrade of two existing Navy LN2 cooled detectors, MCT, qty 1 and InSb, qty 1, to be compatible with the new system. •- Replacement of NFOV Optics (0.5 mrad to 7 mrad), qty 1. •- Upgrade of two existing Navy circular variable filters, CVF8, qty 1 and CVF6, qty 1, to be compatible with the new system. •- Installation and on-site training on the upgraded SR-5000N Spectroradiometer system at Navy Primary Standard Laboratory. The Government intends to procure this upgraded item under the authority of 10 U.S.C. 2304(C) (1), as implemented by FAR 6.302-1. CI Systems, Inc. of Simi Valley, CA, is the original equipment manufacturer (OEM), and as such, is the sole designer and manufacturer for the above identified items. As the OEM, CI Systems, Inc. owns the technical data right, programming software, and associated drawings relevant to the upgrade and comply with the original government specifications. The proprietary data is owned by the OEM and is not available to the Navy or other sources in the open market. They can guarantee the equipment meets the original performance characteristics, design features and operational instructions that the Instrument Calibration Procedures (ICPs) were written to. The Government does not own any data, or other specifications to permit full and open competition. All responsible sources may submit a proposal which may be considered by the government in determining whether to conduct a competitive procurement. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government.
