- Description
- The Naval Special Warfare Command/WARCOM Contracts, San Diego, CA intends to procure on an other than full and open competition basis (under authority of 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1), a firm fixed priced Indefinite Delivery Indefinite Quantity Contract for engineer support services to include technical support, maintenance, repair and inventory for the Special Operations Live Rehearsal System (SOLRS)/Military Laser Training System Equipment (MLTS) manufactured by SAAB Training, LLC. This requirement is sole source to SAAB Training USA, LLC, 2602 Challenge Tech CT Suite 130, Orlando FL 32826. The SOLRS/MLTS was purchased from SAAB Training USA, LLC as the standard training system for Naval Special Warfare and is determined to be the only contractor with the capabilities to provide the level of engineer support required for their system. The system's hardware and software is proprietary to SAAB. This notice is not a request for competitive proposals; however, any firms believing that they can provide the engineer support service indicated above may submit a written response to be received by the contracting officer no later than 15 days after the date of publication of this notice. It must clearly state the firm's ability to be responsive without compromising quality, accuracy, or reliability of the materials and without causing programmatic hardship. See numbered note 22. The Government began transitioning to the System for Award Management (SAM) on 23 July 2012 and was fully utilized on 30 July 2012.
