- The Naval Sea Systems Command, Program Manager for Submarine Acoustic Systems Program Office (PMS 401) within the Program Executive Office for Submarines (PEOSUB), will host an Industry Day in support of the A-RCI, OMS, and CAC programs on Tuesday, December 11, 2012 at URS, 300 M St. S.E., Washington, DC 20003 Conference Room 414 from 8:30 a.m. to 12:30 p.m. As you enter the glass double doors, please check in with the receptionist. All attendees must submit, VAR (Visit Authorization Request Form) to URS Federal Technical Services for unescorted access via JPAS at SMO 2P9334 (This will appear as œArlington, VA as URS is an off-site). Faxed VARs must be addressed to CCY, but can be faxed to 202-264-7801. For any questions or to resolve any problems for attendance to this Industry Day, please contact Mr. Graham Alderson at (202) 341-5043 (Cell). All visitors & their security personnel can contact Sabrina Akins (202-264-7870 or sabrina.akins@urs.com) to check receipt of VAR ™s. Check-in will be between 8:00 a.m. and 8:30 a.m. Attendance is limited to no more than 4 individuals per organization. All attendees will be required to present photo identification to obtain their visitor IDs. The A-RCI/OMS/CAC Industry Day conference will be UNCLASSIFIED. If any classified documents need to be sent for the meeting, they need to be addressed to Crystal City, even if couriered, to 2450 Crystal Drive Ste. 500, Arlington, VA 22202. Please RSVP no later than 7 December 2012 to graham.alderson@urs.com, and please carbon copy peter.richmond@navy.mil. RSVP ™s received after December 7, 2012 will not be accepted and attendance will be denied. There is no registration fee for attending this Industry Day. 1) Acoustic-Rapid COTS Insertion (A-RCI) The A-RCI AN/BQQ-10 Program is a sonar program that provides processing and display upgrades to all Class submarine sonar sensors through rapid insertion of COTS-based hardware and software. A-RCI acoustic system improvements provide enhancements to the capabilities of receiving, assimilating, processing, evaluating, localizing and displaying tactical data. In addition, these improvements eliminate obsolescence issues and achieve life cycle cost savings by expediting commonality of systems for reduced infrastructure support. These upgrades are accomplished using Technology Insertions (TI) and Advanced Processing Builds (APB) processes. Every even year, the hardware baseline is modified to incorporate newer technology via a TI. Every other year (in the odd years), the system software must be modified to accept new APB, which may require firmware and hardware changes. This newest software delivery then becomes the basis for the next hardware TI and so on. Under solicitation N00024-13-R-6267, an RFP will be issued for the development and production of ARCI for TI-16 and TI-18 with APB-15 and higher. Procurement will occur via a full and open competitive contract spanning FY14 through FY21. This procurement includes engineering and technical services, production, installation support, trainers and in-service support for the following submarine classes: SSN688/688I, SEAWOLF, SSBN, SSGN and VIRGINIA. 2) Ownship Monitoring System (OMS) The OMS replaces the Total Ship Monitoring System (TSMS), which was procured under Small Business Innovative Research (SBIR) topic. TSMS is currently in-service as part of the Acoustic Rapid COTS Insertion (ARCI) family of submarine SONAR systems. TSMS monitors and localizes ownship's noise sources including transients. OMS will be procured via a performance specification and will upgrade the previous TSMS capability with COTS products and Non-Developmental Item (NDI). OMS will be delivered as GFE to the ARCI program for system integration, testing and shipboard installation. Under solicitation N00024-13-R-6268, an RFP will be issued for the development and production of OMS for Technical Insertions 16 through 18 (TI16 - TI18). Procurement will occur via a full and open competitive contract spanning FY14 through FY18. This procurement includes engineering and technical services, production, installation support, trainers and in-service support for the SSN688/688I, SEAWOLF, SSBN, SSGN and VIRGINIA submarine classes. 3) Common Acoustic Cabinet (CAC) The CAC is the next generation array-processing cabinet and will replace the Multi-Purpose Processor (MPP), which was procured under a Small Business Innovative Research (SBIR) topic. MPP is currently in-service as part of the Acoustic Rapid COTS Insertion (ARCI) family of submarine SONAR systems. MPP is a multi-array interface receiver that provides: (i) signal conditioning for received array signals, (ii) processing of TSMS data, (iii) digital formatting of data, (iv) beam formation, and (v) signal processing as required for A-RCI display data. CAC constitutes the next generation of array-processing that provides capability upgrades via rapid insertion of COTS-based hardware and Non-Developmental Item (NDI). CAC upgrades signal processing capability and permits reconfiguration necessary to support processing data from multiple acoustic and array sensors. CAC will be delivered as GFE to the ARCI program for system integration, testing and shipboard installation. Under solicitation N00024-13-R-6269, an RFP will be issued for the development and production of CAC for Technical Insertions 16 through 18 (TI16 - TI18). The procurement will be conducted as a Small Business Set-aside competitive contract spanning FY14 through FY18. This procurement includes engineering and technical services, production, installation support, trainers and in-service support for the SSN688/688I and SSGN submarine classes. The Government is not soliciting, nor will it accept proposals as a result of this industry day. Proposals will only be accepted in response to the RFP ™s once formally issued following the Industry Day. This notice shall not be construed as a promise to contract or commitment of any kind. The Government will not award a contract resulting from this Industry Day notification. During Industry Day there will be NO opportunities for questions or discussions between individual industry representatives and Government technical Program Office representatives. However, the Government will provide index cards to industry partners in attendance to document UNCLASSIFIED questions that arise during the conference. The Government will collect ALL index cards prior to the conclusion of Industry Day. The index card questions will be answered via a follow-up email electronically following the Industry Day. In addition, UNCLASSIFIED electronic mail questions regarding the forthcoming Industry Day received before the close of business on 4 December 2012 will be accepted by the NAVSEA Contract Specialist John Lee at john.lee7@navy.mil. The Government will attempt to respond to questions received before the Industry Day is conducted on December 11, 2012. However, the Government is not committed to respond to any questions. Please note that industry participation is voluntary and the Government will not reimburse respondents or attendees for any efforts expended as a result of or in response to this notice. Only general level of acquisition strategy and contractual plans will be addressed during the Industry Day.
