- Description
- Veterans Affairs Medical Center (VAMC) located in Salem, Virginia, is seeking the services of a qualified Service-Disabled, Veteran-Owned Small Business who has proven experience in hospital facility construction and renovations to complete multiple projects under an 'indefinite delivery/indefinite quantity' type contract. The contract will encompass a broad range of maintenance, repair and minor construction work on real property located at the VA Medical Center, 1970 Roanoke Boulevard, Salem, VA 24153. The contractor shall provide all labor, materials, tools, equipment, transportation and qualified supervision necessary to perform numerous projects issued under individual task orders (TO). Each TO will vary in size and dollar amounts. The TO's will involve, but will not be limited to carpentry work, minor construction work, preparing surfaces for painting (including surfaces containing lead based paint), interior and exterior painting, installing interior and exterior signage, repairing streets and parking lots, replacing streetlights, installing electrical outlets, installing light fixtures, installing lavatories, installing water lines, repair/replace storm drains, repair/replace sewer lines, installing steam lines, excavation, installing asphalt, installing concrete sidewalks, installation of masonry or metal studs/sheetrock walls, overlaying of existing walls, installation of ceiling grid, acoustical ceilings and/or hard ceilings, installation of vinyl composition tile floors, installation of vinyl wall covering, installation of carpet, extension/relocation of sprinklers and associated piping, installation of Heating, Ventilating, and Air-Conditioning (HVAC units), installation of HVAC ductwork, installation of fire stopping, roof repairs and replacements, window resealing and replacements, tuck pointing and sealing of exterior walls, curb and gutter work, soffit repairs, medical gas repairs and replacement, assistance in emergency storm repairs, minor abatement work (asbestos and/or lead paint) and miscellaneous demolition. The VA Medical Center maintenance/repair/renovation shall conform to the requirements of the Joint Commission of Accreditation of Health Care Organizations (JCAHO) Environment of Care Standards and other applicable codes and standards including VA construction codes. This will be a Firm, Fixed Priced (coefficient based), Indefinite Delivery-Indefinite Quantity type contract. The IDIQ contract will be for a period of one (1) calendar year from date of award, with four, one-year renewal options. The guaranteed minimum is $10,000.00 for the base year and any option year exercised. Exercising option years is solely at the discretion of the government. This IDIQ will have a $5,000,000.00 maximum limit. This maximum limit is not a guarantee of work that will be issued under this contract; it is merely the maximum allowable aggregate. The maximum allowable task order is $750,000.00. The contracting officer reserves the right to issue multiple awards under the one solicitation. The solicitation will be uploaded on/about December 7, 2012. All proposals will be due on or about thirty (30) calendar days after the date of issuance. These dates are estimates. The actual dates will be stated in the solicitation along with all proposal submission information and evaluation criteria. A pre-proposal conference will be held approximately two weeks after the issuance of the solicitation. The exact date, time, and location of the conference will be specified in the solicitation. NAICS 236220, Commercial and Institutional Building Construction, with a small business size standard of $33.5M, applies to this procurement. The procurement is set-aside to qualified service-disabled, veteran-owned small business (SDVOSB). Offerors are reminded that in accordance with VA Acquisition Regulation (VAAR)852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside (DEC 2009), paragraph (c)(3), 'General construction, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other service-disabled veteran-owned business concerns'.
