Description

Justification for oher than full and Open Competitiion The National Oceanic and Atmospheric Administration/Acquisition and Grants Office/OCIO intends to award a purchase order on a sole source basis under authority of Far 13.106-1(b)(1)(i) with IBM Corporation for the renewal of Connect Direct Premium Edition PVU Subscription and Support. Sole source determination is based on OCIO's requirements to have continuous uninterrupted corporate administrative, financial and management services to NOAA and the greater Commerce community. Connect Direct is a proprietary product of IBM and is only supported by them. A change in product or support would disrupt the critical requirements for Electronic Fund Transfer mandated by Federal Law as well as interrupt service or require a new infrastructure costing time and money. IBM is the vendor that provides service to the NOAA/OCIO and is designed to work specifically with the Commerce Business System. Justification for sole source is included in this notice. This notice is is not to be considered a request for proposal or for quotation. No solicitation document is available. THIS IS NOT A SOLICITATION FOR PROPOSALS. A determination by the Government not to compete this proposed effort on a competitive basis is solely within the discretion of the Government.
