Description
The purpose of this sources sought is to establish a five year subcontract agreement with subcontractor to periodically provide welding and NDT inspection personnel testing and examination services as follows:. •1. The Subcontractor shall provide welding and NDT inspection personnel testing services. Testing services (written and practical) shall be performed either at a NSTec facility or at a Subcontactor provided facility located in the Las Vegas area. •2. The Subcontractor shall have programs to certify welding and NDT inspection personnel that meet the following requirements: •a. American Society for Nondestructive Testing (ASNT), Recommended Practice No. SNT-TC-1A, current edition, "Personnel Qualification and Certification in Nondestructive Testing, NDT, Level I and II Certifications. •b. American Society of Mechanical Engineers (ASME), Boiler and Pressure Vessel, Section V, Nondestructive Examination, current edition. •3. The Subcontractors program shall be capable of administering welding inspector examinations (written and practical), in the following inspection disciplines. •o Visual Welding Testing(VT) •o Magnetic Particle Testing (MT) •o Liquid Penetrant Testing ( PT) •o Radiographic Testing (RT) •o Ultrasonic Testing (UT) •o Eddy Current Testing (ET) •o Neutron Radiographic Testing (NT) •o Leak Testing •4. Subcontractor personnel who administer and grade welding/NDT inspector Level I and II examinations shall hold certified NDT Level III credentials, in accordance with the standards in paragraph 2 above. •5. The Subcontractor shall have the ability to tailor their examinations (written and practical) in the disciplines identified in paragraph 3 above, when specifically requested by the customer, to accommodate specific discipline testing needed (e.g. tailored PT for only visible dye, solvent removable liquid penetrant examination, or MT using yoke technique with dry visible particles only, etc.). In these situations, NSTec shall identify to the Subcontractor, when a specific level of tailoring is required. •6. The Subcontractor shall provide either a record of qualification/certification of individuals who pass the examinations, or record indicating the individual failed the exam, to the Contractor's Subcontract Technical Representative, within three days after administering the examination. The certification record shall meet the requirements of ASNT-SNT-TC-1A. Records indicating the inspector failed the exam shall identify the technical aspects of the test requirements (written and practical) that did not meet the standards. The Subcontractor shall provide a copy of the Subcontractors Quality Assurance and/or Program for Testing and Qualification of Welding and Nondestructive Testing Inspectors, prior to contract award. In addition, prior to contract award, the Subcontractor will receive an on-site evaluation of their implementation of their Quality Assurance and/or Program for Testing and Qualification of Welding and Nondestructive Testing Inspectors. After award of Subcontract, the Subcontractor shall notify the Procurement Representative whenever the Program document(s) are revised and if changes occur to the management of the Program and the facility where testing will be performed
