Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses interested and capable of performing the work. Responses to this notice shall include the following: (a) company name b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, SBA Certified 8(a) Firm, SBA Certified HUBZone Firm, Women Owned Small Business, SBA Certified Small Disadvantaged Business, Small Business, or Other than Small Business, and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Description: The Northport VA Medical Center, 79 Middleville Road, Northport, NY 11768 has a need for Recreation Bus Transportation for Fiscal Year 2013 (October 1, 2012 through September 30, 2013). Recreation Therapy Service provides comprehensive therapeutic recreation, leisure education, self-directed activities and voluntary services to individuals with physical, social, cognitive or emotional limitations and abilities. The primary purpose of treatment services, often referred to as recreation therapy, is to restore, remediate or rehabilitate in order to improve functioning and independence. Recreation Therapy may also reduce or eliminate the effects of illness and disability. The primary purpose of self-directed recreation services is to provide recreation resources and opportunities in order to improve health and well-being and foster independence. Recreation Therapy Service implements community re-integration for therapeutic and social activities to enhance their quality of life by reducing social isolation, providing and/or improving the general health and well-being by offering opportunities to attend community based events, functions, therapeutic outlets and sporting events. Community re-integration destinations may include trips to the beaches on Long Island; the World Trade Center Site and Memorial; luncheons and dinners at local restaurants and invitations from Veteran Service Organizations; trips to museums; art exhibitions, botanical gardens, and historical sites to name a few. For small community trips that require transportation for ambulatory patients, Recreation Therapy Service uses government motor pool passenger vans. In addition, a fifteen passenger wheelchair bus is designated for those with limited mobility and who require a wheelchair for ambulation. The current vehicle serves up to five wheelchairs and a small number of ambulatory patients. Trips with less than five non-ambulatory patients are handled using this vehicle. Reliance on these resources has limited the number of patients attending, thus reducing quality of life for those who were unable to go resulting in an increase in complaints while decreasing the customer satisfaction rate. Vendor must have the capabilities of providing transportation for both our ambulatory and wheelchair transportation with the capabilities of small and large buses. The scope of work covered is approximately 38 trips to be implemented during FY 2013 which have a larger attendance than can be managed with on-station vehicles and drivers. In order to determine the trips we examined trips that have taken place over the last two years. Work Breakdown Structure (WBS) "Provide one wheelchair van suitable for carrying wheelchair bound patients for 13 trips during FY13. "Provide one large bus (44 passenger) for 10 trips during FY13. "Provide one mini bus for 15 trips during FY13. "Provide this transportation on notice ranging from several weeks to only 2-3 days. "Provide vehicles sufficient to carry the number of ambulatory or wheelchair Veterans specified at the time of the request to the contractor. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM), (located on the web at www.sam.gov) previously Central Contractor Registration (CCR). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Small Businesses, or Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. Requests for information and resultant responses shall be submitted directly to the contracting officer, Paul Speedling at Paul.Speedling@va.gov or by Fax: at (914) 788-4878. NO TELEPHONE CALLS WILL BE ACCEPTED. All submissions should be received no later than 3:00 PM Eastern Standard Time on November 30, 2012.
