- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses interested and capable of performing the work. Responses to this notice shall include the following: (a) company name b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, SBA Certified 8(a) Firm, SBA Certified HUBZone Firm, Women Owned Small Business, SBA Certified Small Disadvantaged Business, Small Business, or Other than Small Business, and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Description: The Northport VA Medical Center has a need to purchase a Pneumatic Tourniquet specifically for Orthopedic and Podiatry procedures performed in the operating room. The use of said tourniquet is indicated to temporally occlude blood flow in a patient's extremities during surgical procedures on those extremities. Tourniquets are widely used in orthopedic, plastic and podiatry surgery, as well as in intravenous regional anesthesia (Bier block anesthesia) where they serve the additional function of preventing local anesthetic in the limb from entering general circulations. Modern automatic tourniquets are self-calibrating and self-contained. New tourniquet devices also provide a variety of safety features that are not possible in older mechanical tourniquets. The A.T.S. 3000 Automatic Tourniquet System is a dual-port, dual-cuff medical tourniquet system with microprocessor controls and dedicated ports for supplying and measuring pressure independently. With the innovative Limb Occlusion Pressure (LOP) feature, the A.T.S. 3000 Tourniquet combines the latest in advanced surgical tourniquet technology with the well-established Zimmer tradition of safety, reliability and convenience. It offers a Self Check Calibration feature which automatically checks the accuracy of the machine calibration each time the unit is powered on, saving time. A cuff alert option is standard that alerts user of cuff status when attempt is made to set the machine to stand-by. The A.T.S. 3000 Automatic Tourniquet System also features prompts the user to confirm the deflation command during bilateral or IVRA procedure to reduce complications due to sudden cuff deflation. A Four-Hour Battery Backup maintains pressure if AC power is temporarily lost and the color-coded cuffs range from 8 inches to 42 inches to accommodate virtually all patients and limbs. The unit has a carrying handle which makes it easy to transport, and includes pull-out hangers for storage of cuffs and hoses. The lightweight, portable unit can be mounted on an IV pole or placed on a table. The A.T.S. 3000 offers LOP technology that senses, calculates and reports the cuff pressure necessary to achieve complete blood occlusion in the operative limb. The LOP sensor is applied to the index finger or second toe of the patient's operative limb prior to surgical prep and provides a Recommended Tourniquet Pressure (RTP) setting in approximately 30 seconds. The physician will have the option of accepting or rejecting the RTP provided by the tourniquet system based on the physician's independent clinical judgment. The ability to provide a specific RTP for each patient based on physiological characteristics makes the A.T.S. 3000 truly unique. The A.T.S. 3000 Automatic Tourniquet System can be operated with or without the use of the LOP function. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM), (located on the web at www.sam.gov) previously Central Contractor Registration (CCR). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Small Businesses, or Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. Requests for information and resultant responses shall be submitted directly to the contracting officer, Paul Speedling at Paul.Speedling@va.gov or by Fax: at (914) 788-4878. NO TELEPHONE CALLS WILL BE ACCEPTED. All submissions should be received no later than 3:00 PM Eastern Standard Time on November 30, 2012.
