Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6069, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Experimental Transplantation and Immunology Branch plans to procure on a sole source basis a maintenance agreement for the government-owned BD Biosciences Influx cell sorter s/n X5000042, BD Biosciences INFLUX SAPPHIRE 488-200 LASER, BD Biosciences INFLUX VIOLET 405-50 RADIUS, BD Biosciences INFLUX RED 640-50 LASER, BD Biosciences INFLUX 561-75 LT GREEN LSR, and BD Biosciences INFLUX XCTYE 100 MW UV LASER from BD Biosciences, 2350 Qume Dr., San Jose, CA 95131. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 811219 the business size standard is $19.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. It has been determined that there is no opportunity to acquire green products or services under this contract. The NCI Experimental Transplantation and Immunology Branch Flow Cytometry Core Facility provides essential optical biology services to NCI and NIH. The core is committed to maintaining an up-to-date array of instrumentation. The ETIB Flow Core currently possesses a 2011 BD Biosciences Influx cell sorter for physical separation of a wide variety of cell types required by its investigators. It is equipped with several custom laser sources, including a Sapphire 488 nm 200 mW laser, a violet laser diode, a red laser diode, a 561 nm solid state laser source, and an XCyte UV laser source. To ensure reliable operation for the Influx cell sorter and accompanying custom lasers, the ETIB Flow Core requires a maintenance agreement. Contractor shall provide: 1) two (2) preventive maintenance inspections per component during the contract period; 2) emergency repair services on an unlimited basis during the term of this contract; 3) software service in accordance with the manufacturer's latest established service procedures, to include telephone access to technical support for use of program software and troubleshooting of the operating systems; and 4) all required replacement parts, with the exception of consumable parts to include batteries. Parts shall be new or remanufactured to original equipment specifications. Personnel shall have a minimum of three year factory training and experience in servicing the type of equipment covered by this contract. All primary service personnel shall have at least one backup support whom shall have at least the same level of expertise on the equipment covered by this contract. Service shall consist of: thorough cleaning, calibration, adjusting, inspection, lubrication and testing of all equipment in accordance with the manufacturer's latest established service procedures. BD Biosciences is the original manufacturer of the Influx cell sorter and Influx lasers. Due to the nature and complexity of these instruments, BD Biosciences is the only known contractor that can perform this service to provide original parts and updated software that are essential for the operation of these systems, as well as factory-trained service representatives. Of particular importance are the firmware loaded into the system electronics, which is completely proprietary and is only available from BD Biosciences. Without this firmware support, an aftermarket service provider cannot adequately support this equipment. A contractor shall have access to the analog-digital firmware, which can fail with use. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on December 11, 2012. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through SAM.gov.
