- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in cases when FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command intends to award the FY 13-17 MK 41 Vertical Launching System (VLS) contract for the proprietary Baseline VII electronics and associated equipment and spares in support of US Navy, AEGIS Ashore, and Allied Navy requirements on a sole source basis to Lockheed Martin Maritime Systems & Sensors (LM MS2), 2323 Eastern Boulevard, Baltimore, MD 21220-4207. Lockheed Martin Corporation, Maritime Systems and Sensors is the only firm with the requisite expertise, knowledge, experience, and facilities necessary to maintain an active production line capable of manufacturing MK 41 VLS proprietary Baseline VII electronics while performing required systems integration critical for MK 41 VLS ordnance safety and missile launch reliability. The anticipated contract period of performance for this requirement will be from the date of contract award, estimated to be December 30, 2013, through delivery of all hardware and services. Lockheed Martin is the prime contractor for producing the MK 41 VLS proprietary Baseline VII electronics and associated equipment and companies interested in subcontracting opportunities should contact Lockheed Martin Corporation, Maritime Systems and Sensors directly. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency (Navy) if received within thirty days after date of publication of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
