Description
THIS IS A PRE-SOLICITATION NOTICE. The Department of Veterans Affairs, VISN 19, on behalf of the VA Medical Center located at 2121 North Ave, Grand Junction, CO 81501 will be soliciting bids from experienced verified Service Disabled Veteran Owned Small Business concerns to provide all necessary labor, materials, tools, equipment and services to renovate and repair information technology (IT) closets at the Salt Lake City Veteran Affairs Medical Center (SLC VAMC). The SLC VAMC currently houses the majority of its information technology (IT) systems and apparatus within specially designed rooms referred to as "IT closets." These IT closets provide the infrastructure, cabling/wiring and other essential IT services to ensure the effective operation of the hospital. Due to age, wear and use, as well as numerous technological advances these various IT closets located throughout the SLC VAMC are in need of various renovations. Repairs and renovations include but aren't necessarily limited to upgrading all IT Closet security access and control with upgrades to doors, door hardware, electronic card readers, associated door control and power wiring with upgrades to the existing campus door control access system infrastructure, new dedicated power circuits and emergency power upgrades with UPS backup, new lighting, new Variable Refrigerant Flow HVAC Systems and automated controls interfaced with the existing campus energy management system, and securing the envelope of the Closets with modifications to the ceilings and walls. Davis-Bacon wage rates to apply. Specifications and Drawings will be included in the solicitation. The estimated construction range is between $2,000,000 and $5,000, 000. The VISN 19 RMAC is going to issue a solicitation in accordance with FAR Part 36. In accordance with P.L. 109-461, this acquisition is restricted to small businesses owned and controlled by Service Disabled Veterans that are Service Disabled Veteran Owned Small Business (SDVOSB) certified. NAICS Code 236220, Commercial and Institutional Building Construction, is applicable to this acquisition with a Business Size Standard of $33.5 million. Solicitation documents will be available electronically on or about December 12, 2012 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED. An optional site visit and pre-proposal conference at the SLC VAMC will be held approximately two weeks after the solicitation is posted. Additional details concerning the site visit will be available within the solicitation after it's posted. Prospective bidders are encouraged to attend the site visit to familiarize themselves with the project, project site and conditions which may impact your costs. Upon review of the solicitation documents, prospective bidders are encouraged to provide questions and comments, in writing, regarding the solicitation documents, prior to the scheduled site visit, to the Contract Specialist via email to timothy.nyberg@va.gov. "SLC VA259-13-R-0088, Renovate IT Closets" should be referenced on all correspondence regarding this announcement and pending solicitation. The deadline for proposals is expected to be thirty (30) days after the solicitation is posted. All contractor work is expected to be completed within 180 calendar days after the notice to proceed is issued. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on-line annual representations and certifications (ORCA) databases prior to award of a contract. Both can be accessed at the Business Partner Network (BPN) website at http://www.bpn.gov/. All SDVOSBs submitting an offer must be registered and will be verified as SDVOSB's by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. This announcement serves as the advance notice for this project per FAR 36.213-2.
