Description
The New England VA Healthcare System intends to negotiate on a sole source basis pursuant to FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements) an Indefinite Delivery Indefinite Contract with American National Red Cross, 2025 E St NW, Washington, DC for the supply of blood components, plasma derivative, and blood related services to include ; "Reference Testing Service and ancillary services within VISN 1 (Boston Healthcare System. Connecticut Healthcare System, VA Medical Center, Manchester, NH, VA Medical Center, Togus, ME, VA Medical Center, Providence, RI, VA Medical Center, VA Medical Center White River Junction, VT and VA Medical Center, Bedford, MA). All sites in VISN 1 need the availability of reference services for red cell serology, STAT antibody identification, antigen negative units, heterologous absorption, HLA Services, Autologous and directed donor service and platelet immunology services. "The blood related services include complete processing, testing, and storing (performed outside the VA facilities); "Platelet Inventory Management Program at VA CT, West Haven Campus. "Contractor shall furnish all labor, materials, equipment, facilities and personnel necessary for the complete drawing, processing, testing storing, delivery and recall notification of blood components, plasma derivatives, and blood related services, to the VISN 1 Medical Centers. Contractor shall be required to have blood components and derivatives available and make deliveries, including regularly scheduled, STAT, Weekend, and unscheduled, twenty-four (24) hours per day, 7 days per week, 365 days per year including all holidays (State, Federal and any other day specifically declared by the President of the United States to be a National Holiday). When a holiday falls on a Sunday, the following Monday will be observed as a legal holiday. When a holiday falls on a Saturday, the preceding Friday is observed by U.S. Government agencies. The ten - (10) holidays observed by the Federal Government are: oNew Year's Day oMartin Luther King Day oWashington's Birthday oMemorial Day oIndependence Day oLabor Day oColumbus Day oVeteran's Day oThanksgiving Day oChristmas In accordance with FAR 6.305, the Justification will be posted to FBO within 14 days following the award. However, all other responsible sources may submit a capability statement, which will be considered by the agency. Capability statements will be considered only from entities who are regularly established in the business called for and whom in the judgment of the Contracting Officer (CO) are financially responsible and able to show evidence of their reliability, ability, experience, facilities and personnel to render prompt and satisfactory service. Capability statements shall be considered only from companies whose blood bank is currently registered and/or licensed with the Food and Drug Administration (FDA), Department of Human Services, pursuant to Section 510 of the Federal Food Drug and Cosmetic Act, 21 USC Section 260, as amended. Bidders shall furnish copy of the license with offer. Failure to provide that license will result in the bidders being non-responsive. Capability statements will be considered only from companies that submit proof that he/she holds an unrevoked U.S. License which is issued by the Director, Bureau of Biologist, Food and Drug Administration (FDA) under Section 251 of the Public Health Service Act, as amended, 42 USC Section 262, as a source of supply for whole blood. If interstate shipment of blood or blood components is involved, companies shall submit with their capability statement a statement that such approval has been authorized under Public Health Service Act 251, as amended 42, USC Section 262. Capability statements should also include evidence of a license to perform interstate laboratory testing services as required by the Clinical Laboratories Improvement Act of 1988. Licenses are issued by the Public Health Service, Health Care Finance Administration. Bidders shall furnish a copy of their license with their offer. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature outlined above, to the Contracting Officer no later than December 12, 2012 at 4:30 PM EST. Responses should be sent to Mary.Connors@va.gov. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability as outlined in this Sources Sought Notice; (3)socio economic denomination or intentions of subcontracting to a socio economic category; (4) proof of CVE Certification in the VA Vet Biz website or intention of registration prior to submission of offers to a solicitation; Registration may be accomplished at https://www.vip.vetbiz.gov/. The Government will not pay any costs for responses submitted.
