Description
This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. Army Contracting Command - National Capital Region (ACC-NCR), on behalf of the Office of the Deputy Chief of Staff (ODCS), G-3,5,7, Force Management, (DAMO-FM/DAMO-FMF). This sources sought announcement invites potential offerors to submit information that will allow the Government to determine the offerors' potential to be viable competitors. This notice is not a request for proposals. The Government will not be liable for payment of any response preparation expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Interested Service Disable Veteran Owned Small Business concerns in NAICS code 541618 with a size standard of $14.0M are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified above. Capability packages must not exceed 20 pages and must be submitted electronically. All contractor information must be submitted no later than 3:00PM EST on 6 December, 2012. The objective of this requirement is to provide analytical and programmatic support to the Office of the Army G- 3,5,7, Force Management Directorate (DAMO-FM/DAMO-FMF). Analytical support will involve but not be limited to the following areas: Total Army Analysis (TAA), Force Feasibility Review (FFR), Quadrennial Defense Review (QDR) 2012 efforts, Database Analysis, AC/RC Rebalancing, Program Objective Memorandum (POM) development, Strategic Stationing, Military Construction Programming, The Army Campaign Plan (ACP), GAO Studies, and other Force Management initiatives resulting from the above processes or other leadership decisions. All contractors must, at a minimum, have a SECRET security clearance and the contractor shall possess and maintain a SECRET facility clearance from the Defense Security Service (DSS). Responsible Service Disable Veteran Owned Small Business concerns are to outline their experiences by responding to the questions found within this sources sought that are specific to the requirement in determining their capability. Areas or tasks where a contractor does not have prior experience should be annotated as such. The following will be evaluated by the Government for all responses: a) Offerors' capability b) Offerors' experience and/or qualification c) Offerors' understanding of the requirement All interested small businesses are to submit their responses to the following questions, 1.Describe work experience similar in nature, scope, and complexity for the following: Force Structure Analysis, Force Structure Initiatives, Active Component/Reserve Component Integration, Strategic Stationing, and Database Management Support (PWS, Part 5, Areas 1-4) 1. 2. Briefly outline the technical and functional skills your company possesses that will assist the government in assessing force structure requirements. (PWS, Part 5, Areas 1-4) 3. Briefly outline the technical and functional skills your company possesses that will that will assist the government in developing Army stationing alternatives. (PWS, Part 5, Area 3). All interested Service Disable Veteran Owned Small Business that possess the capabilities addressed herein are encouraged to respond to this sources sought notice by providing the information specified within 7 days of this notice. Respondents are requested to submit one electronic copy of the response to Peter Osuigwe at peter.a.osuigwe.civ@mail.mil and CC Ms. Christine Epps at christine.n.epps2.civ@mail.mil.
