- Description
- NASA/GSFC intends to continue work under contract NAS5-02099 with The University of California, Berkeley (UCB) for the additional effort of a 2 years 'option' of Mission Operations (MO) and Data Analysis (DA) and an additional 1 year option of MO and DA support for the Time History of Events and Macroscale Interactions during Substorms (THEMIS) Mission. These options will cover October 1, 2014 through September 30, 2015, and October 1, 2015 through September 30, 2016, respectively. NASA/GSFC plans to modify the University of California, Berkeley (UCB) Cost-No-Fee (CNF) contract pursuant to 10 U.S.C.2304(c)(1), Only One Responsible Source, with an estimated period of performance of three years. The key component of the proposed CNF contract is for the continuation of the THEMIS mission operations and data analyses. UCB performs both the instrument operations, which includes instrument operations planning, scheduling, and engineering parameter review and trending, as well as the science operations. The contractor is fully responsible for managing and operating the THEMIS mission for the purpose of enabling the use of THEMIS by the scientific community for scientific research through the Principal Investigator Team. The contractor provides the facilities, systems, and services to operate the THEMIS satellites. The contractor processes and archives THEMIS engineering and science data, and leads the science planning activities. The ground segment is operated and maintained by the contractor to ensure the health and safety of the THEMIS satellites and ground system, including the Mission Operations Center (MOC), science database, and THEMIS ground station which are all located at the UCB. The ground segment includes the Berkeley Ground Station (BGS) antenna which supports the space-to-ground link to the THEMIS probes. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 14, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
