- Description
- NASA/GSFC intends to continue work under contract NNG05EC85C with the Southwest Research Institute (SwRI) for the additional effort of 3 years of Mission Operations (MO) and Data Analysis (DA) support for the Interstellar Boundary Explorer (IBEX) mission beginning on Oct 1, 2013, to continue to carry out mission operations and science data analyses of IBEX-Lo and IBEX-Hi sensors aboard the IBEX spacecraft. NASA/GSFC plans to modify the Southwest Research Institute Cost-Plus-Fixed-Fee (CPFF) contract pursuant to 10 U.S.C.2304(c)(1), Only One Responsible Source, with an estimated period of performance of three years. The key component of the proposed CPFF contract is managing and operating the IBEX mission for the purpose of enabling the use of IBEX data, through its sensors (IBEX- Hi and IBEX-Lo), by the scientific community for scientific research. SwRI as the Principal Investigator (PI) institution and prime contractor performs the overall mission, schedule and financial management. SwRI PI serves as the primary spokesperson for the program and is responsible for the successful implementation of the proposed science investigation. SwRI will perform IBEX mission operations, which includes sensor operations planning, scheduling, and engineering parameter review and trending, mission design, maneuver planning and implementation, orbit determination and ephemeris generation, and orbital products as well as the science planning operations. SwRI processes and archives IBEX engineering and science data, and leads the science planning activities. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 14, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
