- The National Cemetery Administration is soliciting offers under solicitation number VA786-13-R-0043 for the following cemetery: Natchez National Cemetery 41 Cemetery Road Natchez, MS 39120 PH: (601) 445-4981 This acquisition is 100% set aside for Service-Disabled, Veteran-Owned Small Businesses. The NAICS Code is 561612, Size Standard is $18.5 Million. The Contractor gaining award shall provide all materials and labor to perform security services for the grounds to include opening and closing gates on both the east and west side of national cemetery. GENERAL REQUIREMENTS The Natchez National Cemetery requires a service contract for a watchman to open and close the gates according to the following schedule: Monday thru Friday - Lock gates at 8:30pm (April 1 thru Oct 31) Monday thru Friday - Lock gates at 5:30pm (Nov 1 thru Mar 31) Saturday and Sunday - Open gates at 6:30am (April 1 thru Oct 31) Saturday and Sunday - Lock gates at 8:30pm (April 1 thru Oct 31) Saturday and Sunday - Open gates at 7:00am (Nov 1 thru Mar 31) Saturday and Sunday - Lock gates at 5:30pm (Nov 1 thru Mar 31) Before closing the gates a security round shall be required throughout the cemetery area, (including administrative building) to ensure no one remains locked inside the premises after closing time. Supervision Contractor shall arrange for satisfactory supervision of the contract work. The contractor and/or his Supervisor shall be available at all times, when the contract work is in progress, to receive notices, reports or request from the Contracting Officer and/or Contracting Officer's Representative (COR). The Contractor shall provide in writing to the Contracting Officer or COR prior to the contract starting date the name, telephone number, and address of the on-site supervisor at least five working days in advance. The term "on site Supervisor" means a person designated in writing who has the authority to act for the contract on a day-to-day basis at the worksite. Security Building Security: The Government will provide the contractor with keys to allow access to the premises to provide the required services. Access to restricted areas shall be provided as needed. The Contractor shall comply with agency regulations on key issuance procedures. Contractor shall not lend keys or open locked rooms or areas to permit entrance by persons other than contractor's personnel performing assigned duties. All work shall be performed in strict accordance with the terms and conditions of the contract for the base period of Date of Contract Award through September 30, 2013 with four (4) one year options to extend the term of the contract, if exercised. Evaluation criteria for this award will be in the following order: 1) Price, 2) Technical, 3) Past Performance. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments.
