Description
NAVFAC Atlantic is providing the attached Draft Request for Proposal (RFP) for Industry comment. The Draft RFP is being released as part of the Government's efforts to provide industry ongoing insight into the development of the Newport Wind Turbine requirement. During this Draft RFP review you are not constrained on that which you provide comment. Commentary received in regard to this requirement may be taken into consideration in the development of future energy procurements. Interested parties are requested to respond to this announcement by providing questions and/or comments via e-mail only to Contract Specialist, Amber Forehand-Hughes at amber.forehand@navy.mil and Contract Specialist, Sharan Lind at sharan.lind@navy.mil. The responses are due to NLT than 2:00 PM on January 29, 2013. Responses shall include the following: name, mailing address, phone number, and e-mail of designated point of contact. Proprietary information will not be accepted. The Government intends to use various civilian Navy personnel to review and evaluate any responses to this announcement. This Draft RFP does not constitute a promise to issue an RFP in the future. The purpose of this draft RFP is to solicit comments from industry on the terms and conditions of the RFP and Power Purchase Agreement process. The Navy is currently completing a NEPA evaluation of Newport ™s wind turbine requirements. The NEPA process will identify reasonable alternatives. At this point no final determination has been made; i.e. the site specific details provided in the RFP are only nominal at this point in time. Any resultant RFP that may be issued will be consistent with the ongoing NEPA analysis. This request does not commit the Government to contract for any supplies or services whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the US Government will not pay for any information or administrative costs incurred in response to this announcement; all costs associated with responding will be solely at the interested party's expense. Not responding to this announcement does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FBO) website and Navy Electronic Commerce Online (NECO) at https://www.neco.navy.mil/. It remains the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. This Draft RFP is associated with Sources Sought, N6247010RFI01.
