Delivery: 31DEC2014 On or Before, 8.00 EA History: Item last purchased on contract SPRTA1-12-C-0138 in September 2012 Duration of Contract Period: CONTRACT THROUGH DECEMBER 2014 Electronic procedure will be used for this solicitation. To: NORTHROP GRUMMAN SYSTEMS CORPORATIO, PALMDALE, CA.,93550-7401. To: BAE SYSTEMS CONTROLS INC., ENDICOTT, NY.,13760-5553. IAW 5.207(C)(14) The intended source for this requirement is either BAE Systems or Northrop Grumman Systems. The drawing for this item is a source controlled drawing in which the part must be acquired from a manufacturing source specified on the source control or selected item drawing, there do not appear to be any immediate actions which could betaken to develop future competition. Currently Grimes Aerospace is the only known source that can satisfy the Government's requirement. Alternate sources must qualify in accordance with the design control activities procedures, as approved by the cognizant Government engineering activity IAW FAR 5.207(c)(15)(i), All responsible sources may submit a bid, proposal, or quotation which will be considered by the agency The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. Interested persons/firms may identify their interest by submitting a capability statement, proposal or quotation. This notice is not a request for competitive proposals. However, all interested sources may submit a capability statement, quotation or proposal that will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
