- Notice Information Synopsis for Anticipated Solicitation: FA8105-13-R-0001 Agency/Office: Air Force Materiel Command Location: Tinker AFLCMC/WKKPA Title: KC-135 Warning Horn Replacement Description(s): The Warning Horn Replacement program is an effort to replace a potentially explosive horn that is no longer sustainable and creates a safety risk on the KC-135. This effort is a modification of the entire KC-135 Fleet that adheres to Air Force Time Compliance Technical Order (TCTO) processes. TCTO requirements mandate that all modifications be kitted per AFMAN 23-110 Vol. 3 Part 1. All kits shall contain two warning horns, a forward bracket, and an aft bracket. There will be 414 kits procured and 12 sets of spares, exact breakdown of spares covered in the Statement of Work. The warning signal system shall be qualified to operate within a fuel vapor bearing area using MIL-STD-810G, Method 511.5, Procedure I, or equivalent industry standard as deemed acceptable by the government. The test article shall be placed in a chamber and exposed to an environment containing percentage volumetric fuel vapor, air/vapor ratio (AVR) by weight. The test article shall be turned on and off as many times as the test interval will allow. The test shall be conducted in an atmosphere equivalent to 30,000 ft and at ground level. No ignition must occur during this test. The Contractor shall provide the government with all necessary technical data/information used in the development of the system. Note: An Ombudsman has been appointed to hear concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
