- The Army Contracting Command, National Capital Region, on behalf of Office of the Assistance Secretary of the Army (Financial Management and Comptroller) (ASA FM&C) intends to award a sole source contract under the authority of FAR 13.106-1(b), "Soliciting from a single source", to Dynology Corporation located at 8000 Towers Crescent Drive, Suite 1350, Vienna, VA, 22182-2707. The ASA FM&C office requires Congressional Knowledge Management System (CKMS) to improve the effectiveness of legislative interactions. No other software that offers both the ability to plan, track and coordinate strategic communication and outreach events in concurrence with congressional events and activities across the federal government. CKMS provides an off-the shelf capability that services a niche community not found within the market place and is manufactured and sold only through the Dynology Corporation. This action will result in a Firm Fixed Price contract with a period of performance of one year start from contract award date. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There will be no RFP available for competitive proposals. Phone calls will not be accepted. The point of contact for this action is Nancy Zeng, Contract Specialist. A RFQ will be sent to Dynology Corporation to obtain a quote to the Contract Specialist via email at nancy.m.zeng.civ@mail.mil no later than 5 December 2012 5:00 PM EST.
