Description
The Office of the Assistant Secretary for Administration, Division of Support Services, through the Division of Acquisition Management (DAM), Program Support Center (PSC), is seeking small business sources to provide accounting services and assistance, base year with four option years to the PMB/PSC/NIH and other government agencies. The Division of Support Services (DSS), Publications Management Branch (PMB), Printing Procurement provides printing and document management/conversion services to the NIH community and other government agencies. In addition, the PMB is responsible for advising NIH leadership on major printing and reprographic policy, providing federal policy for management of the NIH Printing Program, to insure adherence to the regulations of Title 44, Government Printing and Binding Regulations of the Joint Committee on Printing (JCP), Congress of the United States, liaison with the Program Support Center (PSC), Department of Health and Human Services (DHHS), Government Printing Office (GPO), and other government agencies and commercial printing vendors on printing related matters. The PMB provides the NIH community with expertise on current and emerging technologies related to printing and document management/conversion. The PMB provides consultation and advisory services to the Institute Centers (ICs) in matters relating to printing products and services and manages and administers the commercial printing program for NIH. The PMB provides on-site document management/conversion and digital print services, to include research grant digitalization, reproduction and distribution to the NIH community. The PMB conducts studies and surveys to determine timeliness and adequacy of services being provided, researches and implements methods to reduce cost and improve service levels, and provides consultation on printing and document management and conversion services. The PMB is fee-for-service. The contractor shall provide accounting and consulting services to the PMB through the fiscal year to include the following: As requested, ● Accounting Services, to include analyzing, processing and summarization of transactions, classifying accounting transactions, resolving accounting issues, assessing internal controls and recommending improvements by data collection from the Mitts, Prices, ADB, NIH DWH, nVision, NBS for the purpose of providing production units, revenue and expenditure reports to the PMB on a monthly basis. ● Mitts, Prices, Noosh, Administrative Data Base System (ADB), tracks printing orders, obligations, processes billing to collect revenue, modify printing charges, and conducts audits as needed. ● Provides reports as requested by the NIH Acting Printing Officer, PSC Printing Officer, HHS Printing Officer or NIH customers, using Mitts, Prices, ADB, DWH, Noosh, nVision data, as requested. ● Troubleshooting billing, invoice problems, revenue and credits with Mitts, Prices, Noosh, ADB, SSF/OFM as requested by the NIH Acting Printing Officer, PSC Printing Officer and HHS Printing Officer. What the PMB expects as a result of the service being provided is PMB will be able to meet their budget and rate study projections for fiscal years 2013 thru 2017. Contractor Requirements Contractor must have access to the Mitts, Prices, Noosh, ADB, DWH, nVision and SSFAS systems in order to run the necessary reports. The results from the contractor are expected to be the same as what the government expects. Government Responsibilities The contractor will have access to the Mitts, Prices, Noosh, SSFAS, DWH, ADB, nVision and other applicable systems utilized by the PMB, PSC and NIH. Deliverables Services should be completed as requested. Program Management Work will be monitored by the NIH Printing Officer, PMB, PSC. Review and Approval All work will be reviewed and approved by Contracting Officer Representative: Evaluation Criteria: 1. Knowledge - Accounting, Consultant and data program - 50% Demonstrates experience in Accounting Services, Consultant and Data programs to collect financial data to generate reports or make recommendations. 2. Skills - 25% Demonstrates the ability to perform the following skills: Collect Data, generate reports, collect revenue, conduct audits and use the following data programs; MITTS, PRICES, NOOSH, ADB, nVision and DWH to perform day to day tasks; 3. Performance - 25% The contractor shall provide daily Accounting, Consultant services using the following data software programs, MITTS, PRICE, NOOSH, ADB, nVision, DWH and any other software programs that is needed to carry out the Program Support Center, Division of Support Services day-to-day mission in providing Printing Procurement services to the community.
