Description
RFI #1 - AFLCMC EPASS This RFI is issued to gather information regarding market capabilities for engineering, professional and administrative support services, in accordance with Federal Acquisition Regulation 37.2, across all geographic locations of the Air Force Life Cycle Management Center (AFLCMC), Air Force Research Laboratory (AFRL) and Nuclear Weapons Center (NWC); see Attachment 1. This RFI is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Air Force in developing its acquisition strategy and performance work statement. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. AFLCMC, AFRL and NWC operating locations are currently acquiring Advisory Support and Assistance Services (A&AS) by using multiple contracts issued by individual local base contracting offices, contracting offices at other bases, centralized contracts and other non-agency contracts. AFLCMC intends to implement strategic purchasing plans for its future EPASS. Our goal is to leverage resources across AFLCMC, define common specifications and improve efficiencies with strategically placed contracts or ordering instruments. AFLCMC seeks to minimize impacts to the end user/customer and is seeking information from both small and large business sources as part of market research to build an understanding of the market dynamics with regard to A&AS support. The North American Industrial Classification System (NAICS) code anticipated for this future acquisition is NAICS 541712 (Research and Development in the Physical, Engineering, and Life Sciences) with a size standard of 1,500 employee. Preliminary considerations focus on a broad spectrum of labor categories. These may include but are not limited to: program managers, management analysts, subject matter experts, consultants, program integrators, engineers (e.g., electrical, industrial, chemical/material, aerospace, mechanical, geospatial, test and software, etc.), quality assurance, configuration management, systems analyst, logistician, electronic and mechanical technicians, computer scientist, database architect, enterprise architect, and support in the areas of division planning, programming, operations, security manager, information assurance, clerical, technical skills. The Government is considering contracting strategies, to include a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) A&AS contract(s). The base contract period of performance is anticipated to be five years, with no option periods, and the ceiling is estimated to be between $3,000,000,000.00 - $5,000,000,000.00. Small businesses are advised that FAR 52.219-14, "Limitations on Subcontracting," applies, wherein "at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." Notice: E-mail responses are required. Due to the large number of anticipated responses, we request you limit your response to 7 single spaced pages using 12-point Times New Roman font and 1" margins; a cover page is acceptable and will not count toward the 7 page limit. The Government intends to have on-going dialog with industry. An industry day, followed by one-on-one meetings with company representatives are anticipated; although, not scheduled at this time. The Government anticipates issuing additional RFIs or calls for capability statements for this effort.
