Description
On or about 17 December 2012, this office will issue Invitations for Bid for construction of the Interim Repairs On Flood Control Tunnels, Garrison Dam, ND. The solicitation will close on or about 23 January 2013. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. A tentative site visit date has been scheduled for 9 January 2013 at 9am. Contractors interested in inspecting the site of the proposed work need to make reservations with Dave Beck, U.S. Army Corps of Engineers, Telephone: 701-654-7754 or email at David.D.Beck@usace.army.mil. Contractors are to meet at the Corps of Engineers Administration Building, Conference Room, Garrison Dam, ND. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See 'Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) The base Contract work shall include the following: removal and replacement of the Intake Structure gantry crane wire rope; removal of the east (left) side air seal on flood control tunnel regulating no. 7 and installation of new east (left) side air seal at the same gate with Government-supplied seal; removal and replacement of oil seals at each trunnion bearing for three (3) flood control tunnel regulating gates; evaluation of the trunnion bearing lubrication system for each gate; and removal and replacement of the top seal heating elements and covers on all three regulating gates. The trunnion bearing oiling system shall first be evaluated for leaks and other system defects; after the evaluation is complete, the oil shall be drained and replaced. All items removed shall become the property of the Contractor and shall be disposed of properly off Government property. The optional Contract work shall include the manufacture of one (1) east (left) side regulating gate air seal; repair of the regulating gate trunnion bearing lubrication system based on the system evaluation performed as part of the Basic work; installation of new air supply lines to regulating gate seals; repair and repainting of the flood control tunnel gantry crane lifting beam; non-destructive testing (NDT) of welds on each of the three flood control tunnel regulating gates; and cleaning and repainting of the flood control tunnel articulation joint covers and plates. The estimated construction cost of this project is between $1,000,000 and $2,500,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 270 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete.
